Welcome! To the 112thCongress with the Republican House and Democratic Senate.

The power shift in the new Congress is prepared to make some significant changes to the House rules, previous legislation and the Senate procedure.

Initiatives to implement proposals on Congressional transparency and accountability through on-line presentation of legislation as outlined in the blog post ‘Defining the Humanitarian Responsibility’ – 04/16/2010 on this website is deeply appreciated.

Yet another strategy as stated earlier on omnibus spending delineating earmarks from the Congressional budget would enable legislators to clarify the expenditure.

The recommendation for bill funding to be raised from cutting costs and not through revenues might lead to essential program termination with an adverse economic effect.

If the Republican House pursues permanent spending slashes while increasing liabilities in prolonged wars and tax cuts for the billionaires – the formula used during their earlier majority rule that led to the status quo, it would be the same experiment seeking different results.

Fiscal responsibility is a constant requirement. Nonetheless avoiding brazen measures would confirm pragmatism over ideology.

Further, the majority seizing budget control with the incoming chairman of the House Budget Committee having unilateral authority in domestic spending until budget resolution passage defies checks and balances per the constitution pledged to be upheld in the ‘send-a-message’ category on January 6, 2011.

While it is necessary to trim the legislation volume for better understanding within the allowed time frame, it is equally important to include relevant issues concerning the people and national interest.

In similar context permitting additional amendments and open debate on the bill for proper scrutiny is sensible provided it is not political but carried out to ensure prudence.

Some issues have been presented on the floor over the decade like START treaty eventually ratified in December 2010 and the unsuccessful DREAM ACT rejected on ‘short notice’ basis even though the records reveal otherwise.

On the contentious health care repeal and tax cuts legislation making exception to the impending Republican rule by denying amendments or evading costs in new bills introduction affecting national deficit – a Republican campaign priority reflects double standards and political dominance rather than balance of power.

Amendments to the health care legislation instead of repeal might be the appropriate action in order to protect any crucial components benefitting the sick, the poor and the tax payers now and in the long run.

It’s imperative for the ruling and the opposition members in Congress to transcend partisanship through mutual exchange of ideas and policies in achieving legislative victories guaranteed to move the nation forward.

Reiterating the earlier expectation that the events in 112th Congress would comprise less conflicts and more cooperation for national good.

New Year Greetings to all!

Amid great many challenges ahead the world welcomes the year 2011 with hope and joy.

Human beings have consistently proved that they have the ability to overcome hardships and achieve their goals.

Reflection on the 2010 domestic and global events leads to specific issues that require public attention.

The 2010 legislative actions would clarify the impact on the economy and the ordinary citizens struggling to make ends meet in the difficult situation.

In the economic front, the job market recovery is much anticipated among the long term unemployed and underemployed citizens forced to survive on jobless benefits gained after a huge compromise on the tax cuts for the wealthiest – offering the average Americans temporary relief in exchange for a permanent tax burden.

Winning the Bush tax cuts extension to billionaires is motivating the legislators to risk baby boomers and seniors’ lifeline – Social Security.

The strong initiative to privatize Social security and increase retirement age to relieve the super-rich from tax payments is no surprise given the precedence in France pension bill incorporating the agenda.

Financial institutions on their part ensured that business is conducted as usual with little or no regard for the regulations introduced in 2010 Financial Reform due to their victory from the $19 billion tax exemption in legislation despite their major role in the global economic recession.

Their commitment to revive the economy through lending was expected to meltdown the liquidity freeze in the credit market which is yet to be fulfilled based on the prevalent facts.

Health care law passed last year mandated that the health insurance industry provide coverage to patients with pre-existing conditions.

However, the absence of premium caps on the coverage enables industry set arbitrary pricing currently hurting the subscribers in the health care for minors, since the adults will not be eligible until the health care law is effective in 2014.

Moreover the mandatory insurance subscription in the health care rule leaves the vulnerable patients i.e. the individuals with pre-existing illnesses no choice but comply with the health insurance industry policy facilitating industry dominance likely to be worsened upon becoming the law with substantial subscribers joining the insurance pool per legislative requirement.

The people are confronted with three vital issues – employment, credit needed for job creation subsequently stimulating consumer spending along with health care costs – quintessential for economic rebound in the year 2011 and beyond.

As bizarre it might be those responsible for the burgeoning crises are the beneficiaries in the deals with enormous tax liability transferred to the victims.

Defense spending on wars in Afghanistan, Pakistan and Iraq is prolonged until 2014 with greater ambivalence on exit strategy alongside mounting casualties and the exhausted armed personnel spread thin across the combat zones.

The Senate ratification of U.S. and Russia START treaty is a preliminary step towards non-proliferation,

Juxtaposed to the White House nuclear agreement with Vietnam and offer to Iran offset the efforts in strategic arms control.

With respect to climate change – The energy sector pressure reportedly prompted the White House decision on Environment Protection Agency postponement of rigorous emission standards to curtail smog and toxic pollution in the atmosphere.

Again as for the political party representation – The Democratic White House had Democrat majority in the House and the Senate until December 2010.

Industries prevailing in all legislation confirm the special interests influence in Washington – notably in the lucrative health care, finance reform and Bush tax cuts for wealthy.

The democratic Congressional leaderships and the progressive members were dedicated to the American electorate and national interests.

Their hard work and determination made legislation on certain social issues such as Repealing Don’t Ask Don’t Tell and Health care for 911 rescue workers possible surviving the routine gridlock in Capitol Hill.

Similarly the moderate Republican members like Senators Susan Collins, Olympia Snowe, Lisa Murkowski and few others cooperation helped in avoiding impasse on these crucial legislation.

The 112th Congress with Republican majority in the House and Senate expansion is pledged to deficit reduction by slashing life dependent services to the population at the bottom after contributing to the problem through extravagant tax exemptions to Wall Street and billionaires.

Global economic review bear semblance to Washington setbacks emanating from fiscal mismanagement.

European austerity to address respective national debt was overwhelmingly opposed by the main street as seen in France, United Kingdom, Greece, Spain, Portugal and Ireland.

Nonetheless the legislation passed against public protest is suggestive of the minority will exerted on the world population.

The U.S. State department and National Security under the incumbent administration handling of political quagmire in Afghanistan and Iraq shared identical solutions with the power entrusted to unpopular leaderships against electoral mandate.

Likewise the U.S State department’s behind the scenes preparation to reinstate deposed leadership in Pakistan revealed during the cable leaks poses the questions on legitimacy behind extended military operation and Osama Bin Laden whereabouts since he is claimed to be alive?

The failed coup d’état in Ecuador last year is a compelling evidence for national vigilance against foreign power intervention undermining democracy. The reports cited the CIA and U.S. State department’s involvement in the attempt.

Mid-East peace talks stalled with the U.S stance on letting settlements growth in Palestinian territories.

It is clear from the synopsis that the concentrated power among the nexus group successfully depriving the significant rest of political, social and economic prospects.

The republic voice in a democracy – press, news media and the elected officials’ complacency with the exception of selective honorable figures has exacerbated the status quo.

Those executing these fundamentally destructive policies for pure self-interest are not even subject to due explanation or accountability.

Instead they are granted impunity to abuse power and exercise authority in advancing the conglomerate scheme with ulterior motives.

Hence it is obligatory on the people from all walks of life across the globe to rise to the occasion and decline the oligarchy supremacy devastating lives to the point of no return.

History is testimony to the fact that change has been brought upon by the ordinary people standing up against those with extraordinary power.

It is often forgotten that the ultimate power lies with the people as the workers, employees, consumers, taxpayers and potently the electorate.

Any damages to the source inevitably affects the top of the hierarchy. When the foundation in the society is weakened the structure crumbles as a result.

It is never too late to reverse course and deliver the people’s right to individual freedom with equal access to political, social and economic opportunities.

Politics espousing democratic principles exemplified in public service produce desirable outcome benefitting all rather than the privileged few.

People power is best utilized in major transformation desperately needed at the present time.

Human civilization is aptly reflected in science and technology constituting an intricate part of modern existence.

Technology has revolutionized world performance while simultaneously increased vulnerability in the misuse of the medium.

The dawn of new millennium was celebrated in the shadow of political, social and economic inequality.

Life is a gift and born to be free. Yet in the contemporary society these fundamentals are denied with the significant population subject to oppression, persecution and premature deaths due to the powerful minority dominance over the vast majority.

As a result, individual freedom is regarded a privilege than an inalienable right in the present environment.

Poverty, hunger and disease are widespread from failed policies favoring those in power against the powerless.

The brave and the bold expressing their concerns are falsely accused and condemned for standing up against injustice. Truth is vilified and subversion glorified blocking access to improve status quo despite deteriorating conditions threatening the habitat to the point of no return.

Nonetheless the commitment towards humanitarian service remains strong and determined to stay on course until the tasks are completed.

It’s truly an honor to serve humanity and experience the joy of giving for greater good.

Human spirit is exalted in the devotion to heal the wounded and the suffering defining the purpose in life.

At the minimum abstinence from wrong doings could be helpful to a large extent promoting peace within and around.

The arduous journey thus far would not have been possible without the tremendous love and support from wonderful friends all over the world.

Your genuine care and words of courage provide motivation to persevere in the humanitarian mission.

The kind remarks and outpouring appreciation are accepted with profound gratitude.

Likewise the skeptics and critics’ reservations are respected to accommodate diversity and tolerance.

Environment Protection and Endangered Species Act

United States pledge to contain carbon emission and enact effective environmental laws in accordance with global objectives at the 2010 COP16 Cancun summit is now challenged by energy sector promoted new bills that violates the existing laws and threatens life sustenance.

The Environment Protection Agency’s postponement of rigorous emission standards on smog and toxic pollution is capitulation to energy industry defiance jeopardizing the clean air requirement for survival.

In this context EPA declaration to adopt California rule as national policy was much anticipated to combat air pollution proved to be directly related to serious respiratory and various other illnesses affecting the vast majority – the children and seniors in particular.

Therefore delivering the intent through verifiable action would confirm EPA role as the legitimate regulatory authority living up to the reputation to ‘protect’ the environment against any opposition.

Similarly the federal agency as the oversight for U.S. oil and gas exploration is preparing to allow Shell Oil company to drill for oil in the Arctic nearing summer.

After the worst environment disasters from BP oil spills in the Gulf coast the federal agency consideration to grant permission for drilling is disappointing especially with the responsibility to safeguard national environment.

It also confirms energy companies’ dominance over the governing power.

The energy sector monopoly in striking against environmental measures is fostered by the entities prioritizing self and special interests over national interest.

Any negative consequences affecting the inhabitants such as BP oil catastrophe is neglected in the profit oriented scheme.

When mistakes are repeated despite the inevitable harmful effects then they are intentional to serve individual purpose at the humanity’s detriment.

The energy corporations’ reluctance to transform from fossil fuel use towards renewable energy viz. solar, wind, hydroelectric and biofuel…is a major impediment in the international environment goals.

Furthermore, the dismissal of CO2 factor in global warming during the committee hearing on climate change is denial of the present reality i.e. the extreme weather conditions like freezing temperatures, drought, floods, tsunami, hurricane, tornadoes etc. experienced by the world population.

Somehow subversion of facts prevails over hard core evidences in climate debate enabling polluters to accelerate destructive operations regardless of the devastating results.

It has come to light that the Bureau of Land Management has proposed a 1,000-acre timber sale in the heart of old-growth forest vital to the spotted owl.

This issue is relevant to deforestation contributing to greenhouse gases and again vehemently rejected by the industries engaged in depleting natural resources essential for ecological balance.

Life species that were once statistically well represented are increasingly becoming part of the endangered species due to reckless utilization of the planet’s natural substances.

Mankind failure to respect the environment relied upon by myriad sources providing lifeline support to human existence is best characterized as kamikaze indulgence for materialistic gains.

United States bears greater responsibility given the enormous energy consumption while ranked second following China in atmospheric contamination.

Hence the elected officials entrusted with power by the people are urged to exercise diligence in the approval of the energy sector activities decisively focused on generating personal wealth at the environment degradation.

Planet earth is the natural habitat for infinite life and the energy industry’s egregious engagement in the assault on air, land and water leading to the status quo can no longer be ignored with political rhetoric claiming climate change a ‘myth’ – an irresponsible stance precipitating the environment decline.

However, the powerful energy industries refutation in this matter could be countered with citizens’ collective response through their Congressional representatives at any time. Please call the lawmakers and request them to end the environmental damages caused by energy industry’s adverse strategies.

Public participation in legislation and governance is paramount for it can produce the desirable outcome that guarantees planet preservation.

Unity is the indomitable force in defending mother nature.

Celebrating the birth of Jesus – the Prophet and Savior

Today the world celebrates the birth of a star that illumined the sky upon descending on earth.

Lord Jesus represented the kingdom of God and sent with love to serve humanity.

The humble preacher touched many hearts and minds with his message about compassion, peace and respect for one another.

Jesus exemplified gospel through indomitable service and sacrifice to uplift human spirit.

Lord Jesus is the glory of God.

The great saint approached the willing and the reluctant members in the society to lead them towards the righteous path as the only trail to salvation.

Lord Jesus was confronted with strong opposition among those resolute in their convictions about the noble messiah.

Yet, the few who initially followed Lord Jesus were not disappointed for they recognized the wisdom and courage in the teachings that eliminated doubts about the lord’s ability to heal the wounded, educate the ignorant, enrich the knowledgeable and empower the pious souls regardless of one’s faith towards the son of God.

Accordingly Lord Jesus’ disciples were honored and assigned the humanitarian tasks to alleviate suffering and bring solace to the desolate children of God.

These apostles too were posed with numerous challenges by those against the divine work.

Jesus spoke in simple terms and warned his followers of the impediments:

“Behold, I send you out as sheep among wolves. So be wise as serpents and harmless as doves. Be wary of men who will betray you. You will even be brought before governors and kings for My sake, as a testimony to them.” – Matthew 10:16-18

16” I am sending you out like sheep among wolves. Therefore be as shrewd as snakes and as innocent as doves. 17 “Be on your guard against men; they will hand you over to the local councils and flog you in their synagogues. 18 On my account you will be brought before governors and kings as witnesses to them and to the Gentiles.”

In modern day the flogging could be interpreted as vitriolic attacks, distortions, false propaganda, influencing justice denial notwithstanding the extremities witnessed in perpetual eulogies and archetype obituaries wishing death to the truth speaker in rejection of ‘The God’s will’ to establish peace.

Needless to state that there is no dearth of medium and allies in executing the order even at the inevitable self-detriment.

At the same time these powerful entities never shy away from utilizing the divine source with authority implying the ‘enslaved’ status by keeping tabs on every breath of their slave when they are the ones requiring vigilance considering their operational revelations thus far.

Whenever it is not suitable the same spiritual force mocked as ‘witchcraft’ or ‘sorcery’ despite them demanding special effects to produce results in their favor.

Nonetheless there is no difference in human response between then and now to ‘God’s determined’ course of action against calamities brought upon by greed driven power resisting goodness to prevail in the face of harsh realities.

All prophets invariably provided guidance in moral and ethical conduct. The emphasis on negative vices such as envy, greed, hatred, anger and arrogance…is a reminder to renounce qualities that hinders individual progress eventually affecting all.

In the contemporary period the two most prevalent causes for unhappiness are envy and intolerance.

Intolerance stems from lack of understanding and interest in other cultures and religions often leading to disrespectful treatment of the relevant representation. Regrettably the slight for other religions demonstrated in some religious sermons could be appropriately characterized as theatrical to appease the crowd.

Religious activities are beneficial when spreading tolerance and respect for all in appreciation of God’s created diverse universe. Otherwise the performance becomes mere entertainment rather than enlightenment.

Tolerance engenders peace within and around that is quintessential for real happiness.

Envy is related to lower self-esteem and insecurity about personal success or failure in life. It also originates from misconceptions and judgmental thoughts in certain situations hurting the ones harboring than those targeted.

Disinheriting the negative traits that cause harm to self and others is the simple step towards peaceful existence.

The global environment thrives when there is harmony enabling the development of friendship and good relationship between neighbors and distant nations.

Today’s problems are the result of excess desire to amass wealth and territories beyond the capability to control.

In the process the thread holding the fabric is splitting at the seams and visible in the economic and ecological imbalance threatening planet survival.

New beginnings await in the horizon for redemption when the human mind distinguishes between illusion and reality.

Peace and happiness rests with choices in life. It’s best to embrace simplicity over complexity and avoid unnecessary frustrations from it.

Human beings are gifted with the discriminatory power that enhances their intelligence to make informed decisions.

Not all utilize the ability for the common benefit. If it’s used then unfortunately for the wrong instead of the right reasons.

There is still hope to change direction for positive outcome. However, a greater degree of responsibility lies with the individuals’ approach to life.

Since the year-end quarter marks the festive season and celebrations for most religions,

I take the opportunity to wish the followers of different faiths and members of the global society retrospectively, for I might have missed the occasions not by choice but owing to circumstances and duly apologize for the belated greetings.

Merry Christmas, Happy Hanukkah, Happy Kwanzaa to people following the tradition in the United States and other parts of the world.

Ramzan aka Ramadan for the people of Islamic faith – Observed with fasting and prayer.

Buddha Purnima also known as Vesak and Buddha Jayanti in India – commemorating Lord Gautama Buddha’s birth and attainment of Nirvana – enlightenment of soul through universal knowledge. It’s symbolic in India and other parts of Asia.

On the auspicious celebration for the followers of Sikhism –

Guru Nanak Jayanti or Guru Nanak Birthday. Guru Nanak is the leading saint and the spiritual guide who preached the Guru Granth Sahib, the Sikh Holy Scripture sharing the common elements of all other religions to overcome negativities and discipline the mind to engage in good deeds.

The scripture defines the service to humanity through benevolence and that is admirably pursued by Sikh majority in India and elsewhere.

Season’s Greetings to observers of Jainism, Zoroastrianism, Bahá’í…and others around the world.

As a secular being, I pay my equal respect and reverence to all faiths with the personal belief that life is the manifestation of energy from a singular source regarded as the supreme entity in the spiritual sense.

Universal love and peace brings joy to the world.

9/11 Health Care Act HR 847 Legislative Victory

Congratulations! To Senators Kirsten Gillibrand (D-NY) and Charles E. Schumer (D-NY), Senate Majority leader Harry Reid and other respectable members on the successful legislation of the health care act to help the 9/11 rescue workers.

The action was long overdue and nonetheless the bipartisan approval is praiseworthy.

Speaker Nancy Pelosi leadership and the House representatives’ outstanding contribution in various legislation deserve appreciation.

Similarly, the Congressional members are requested on behalf of the ‘DREAM ACT’ beneficiaries to kindly recognize their plight and enable them in achieving the American dream – freedom, economic and social progress.

Please provide them the opportunity to defend and serve the great nation they call ‘home’ as Americans with your final vote upon returning from the holidays i.e. by the end of 111th Congress.

Contrary to the reference as the ‘lame duck’ Congress especially the Senate rose to the occasion during the week with three major national victories viz.

The Don’t Ask Don’t Tell Repeal, START Treaty and 9/11 Health Care Act – made possible with the moderate Republican members’ bipartisan cooperation that is required now and in the future to move our nation forward.

It is easier to do ‘What is politically expedient?’ than delivering ‘What is morally right?’

In the Bush Tax cuts deal – the agreement between the Republican minority and the White House overriding the democratic Congressional efforts is a travesty given –

The Honorable Senator Bernie Sanders’ filibuster attempt exceeding nine hours with a passionate plea to spare the middle class and lower income Americans from national debt burden in the tax cuts for wealthy and,

The earlier House bill under Speaker Nancy Pelosi leadership that addressed the status quo appropriately.

When three out of four legislations passed recently in bipartisanship without compromising on the American families deteriorating situation and national security interest, the reason offered on the tax cuts to the wealthy at average Americans’ expense as ‘Republican minority dominance’ beckons the question –

Is the fight against those standing up for the people or the ones serving the self and special interests?

Thus far the overarching initiatives and determination to win at all costs to the people and humanity’s detriment indicate the misplaced targets.

Hopefully, leadership will supersede politics from now onwards by prioritizing the decisions’ pros and cons in the short and long run.

Such transformation cannot be realized without vigorous public participation in the political process.

The United States Congress, the activists and individuals in different capacity were instrumental in the reversal of Capitol Hill ‘lame duck’ session.

Good luck! In the future endeavors to every member in Congress, White House and political affiliates.

United States Senate Ratifies New START Treaty between U.S. and Russia

The New START Treaty – The New Strategic Arms Reduction Treaty that was signed by President Barack Obama and President Dmitry Medvedev on April 8, 2010 was approved with 71-26 votes by the United States Senate.

New START Treaty between the two largest nuclear states – United States and Russia ratification replaces the original START Treaty signed in 1991 that expired on December 5, 2009.

The importance of containing the nuclear proliferation and strategic offensive arms is no longer an option but an immediate requirement in the highly volatile global environment increasingly posing greater risks without checks and balances in the critical nuclear and conventional arsenal stockpiles.

It was elaborated on this website when the related article titled – “U.S. and Russia Nuclear Arms Reduction Treaty” was published on March 27, 2010 under National and Global Security in the Politics category.

Accordingly the measures adopted in the New START Treaty is a preliminary step to curtail the discretionary expansion of the strategic offensive arms comprising the ICBM ( Intercontinental Ballistic Missile), SLBM (Submarine launched Ballistic Missiles) and nuclear warheads constituting major threat to national and international security.

As per the official declaration of this important agreement:

“New START limits the number of strategic offensive arms of the US and Russia (within seven years of the Treaty’s entry into force) to:

• 1,550 warheads on deployed ICBMs, warheads on deployed SLBMs, and
nuclear warheads counted for deployed heavy bombers.

• 800 deployed and non-deployed ICBM launchers, deployed and non-deployed
SLBM launchers, and deployed and non-deployed heavy bombers.

• 700 deployed ICBMs, deployed SLBMs, and deployed heavy bombers.”

The arms race that began during cold war through clandestine operations by the Superpowers – United States and the former Soviet Union then precipitated the translucent arms trade up until now.

New START Treaty facilitates nuclear arsenal verification on both sides particularly for the United States to perform inspection of the Russian site since the earlier START Treaty ended on December 5, 2009.

From the National Security standpoint – The Senate and White House claims on the New START Treaty are:

• Preserves a strong US nuclear arsenal as an effective strategic deterrent.

• Provides stability, predictability and transparency between the two largest
nuclear powers.

• Strengthens critical non-proliferation efforts around the world.

• Increases US ability to work with other countries to confront the nuclear
ambitions of countries like Iran and North Korea.

It also emphasized that New START Treaty ‘will not constrain U.S. missile defense capabilities’ – a position that was vigorously contested by some Republican members in the Senate.

Additionally, the treaty consists of the administration plan to invest $85 billion over ten year period in the U.S. nuclear facilities’ maintenance and upgrade.

The directors of the three nuclear laboratories viz. Lawrence Livermore National Laboratory, Los Alamos National Laboratory, and Sandia National Laboratory are stated to have appreciated the provision.

Any action to restrain nuclear and non-strategic armament is significant considering the prevalent loss of lives from the widespread violence emanating from inconspicuous arms trade and lack of oversight on uranium enrichment.

However, the peaceful existence of all relies on complete nuclear disarmament that was criticized during the contentious Senate debate from the conservative perspective.

What is not being realized in the denuclearization dismissal?

South Africa and the previous Soviet bloc nations like Kazakhstan, Ukraine, and Belarus have voluntarily surrendered their nuclear weapons and submitted to IAEA certification setting precedence for others to follow suit.

These nations are part of the same world and continue to exist with their non-nuclear status challenging the political dogma against nuclear disarmament.

Nuclear power is falsely embraced as the formidable deterrent even though the inevitable retaliation could result in mutual annihilation proving the fact –

Hence, accelerating the course for nuclear-free planet is the viable solution to real peace in the long run.

Civilian nuclear program is presently popular with a dangerous potential for further enhancements to nuclear warheads.

The U.S. default on the controversial Iranian nuclear program jeopardize the disarmament and non-proliferation objectives in the sensitive zone – the Middle East.

Obama Set to Offer Stricter Nuclear Deal to Iran –

“The Obama administration and its European allies are preparing a new offer for negotiations with Iran on its nuclear program, senior administration officials say…

Gary Samore, Mr. Obama’s coordinator for countering unconventional weapons, told an audience at the American Association for the Advancement of Science in Washington last week that if Iran acquired a weapon, it “would have an utterly catastrophic effect” in the region.

If successful, Iran could drive other states in the Persian Gulf to seek their own nuclear weapons. An attack by Israel on Iran’s facilities, he added, could set off a regional war. Mr. Samore described stopping Iran’s program as his “No. 1 job.”

Several European officials have discouraged that approach. But they also worry that negotiating about the fate of uranium that Iran has enriched in violation of Security Council commands could have the effect of convincing the Iranians they could retain some of their enrichment capability at the end of any negotiation.

Mr. Obama’s campaign in 2008 said that would be unacceptable; as president, he has not addressed the question clearly.”

There is an urgent need for the nuclear and non-nuclear states regardless of NPT and CTBT membership to conform to rigid international rule imposing restrictions on advanced nuclear ambitions.

The double standards in nuclear technology deals create opportunity for violation and defeat the purpose behind treaty establishment.

Therefore the competition among developed nations on nuclear exchange for alternative energy in Asia and Middle East could inadvertently promote unwanted deviation from the intended engagement i.e. exclusive use for energy production.

Regrettably the nuclear energy is the dominant and highly desirable source in the bilateral trade and commerce with little or no attention towards safe natural elements such as wind, solar…for energy supply.

Only the paradigm shift in the nuclear concept could enable the effective containment eventually resulting in the elimination of nuclear weapons.

Again, the New START Treaty serving as the prototype for regional consensus could perhaps contribute to the ultimate goal.

DREAM ACT – Development, Relief & Education of Alien Minors

United States is effectively United Nations in diversity with myriad of cultures, race, religion… co-existing despite varied characteristics.

In fact this particular feature about United States is emulated in other parts of the world deriving economic and social benefits from immigrant population with assorted skills.

Poignantly the United States status quo would be different had the pilgrims been denied entry and forced to return to their land of origin.

The DREAM ACT is a bipartisan bill introduced by Assistant Senate Majority Leader Richard Durbin (D-IL) and Senator Richard Lugar (R-IN) to address the key issues confronting the United States – border security and availing the talent of American Minors born overseas through the path to resident status legalization.

Border security is a bipartisan goal to restrict drugs and arms trade including the contentious illegal crossing. Despite this component, the legislation failure by 55 – 41 votes on December 18, 2010 in the Senate is intriguing.

On the legalization of American Minors’ resident status – the eligibility criteria is absolute and completely favor the United States specifically the U.S. military and the educational institutions besides generating desperately required revenue to offset the rising national debt upon these qualified graduates entering the work force.

According to the DREAM ACT individuals must fulfill the following eligibility requirement:

< Have arrived in the United States at the age of 15 or under;

< Have lived in the U.S. for at least 5 years;

< Graduate from high school;

< Serve in the military or attend college for at least two years; and

< Have good moral character

These legitimate conditions create opportunities for the U.S. Defense force and the American job market to recruit the “cream of the crop” among applicants as presented by Senator Richard Durbin during the passionate plea to the Senate.

U.S. military is not only outstretched due to casualties suffered from ongoing wars in Afghanistan, Iraq and Pakistan…but also facing increasing challenge to attract volunteers with solid background placing an enormous burden on the institution to accept less qualified enrollees requiring more spending for proper training and preparedness to serve in the sophisticated United States military.

Such demand is often reflected in the disproportionate defense budget contributing to national deficit – arguably the mutual concern for members in both political parties and the American public.

Considering Republican members’ stance on national security and corporate welfare – the DREAM ACT fits the bill per se by providing high caliber candidates producing beyond expectation results.

The reason behind the DREAM ACT inevitable success is based on the carefully designed program targeting the high achievers with exemplary academic record admirably earned under extraordinary circumstances.

These young Americans having proved their resolve in overcoming obstacles without a shadow of doubt display genuine desire to serve the only nation they call ‘home’ in various capacity.

Again as elaborated above the net gain in legalizing American minors’ presence far outweighs the hypothetical negative evaluation that led to the votes shortfall in the DREAM ACT legislation.

United States being the land of immigrants proudly attributes the phenomenal progress thus far to cosmopolitan aptitude prevalent in prudent immigration laws.

The DREAM ACT constitutes the urgency to secure borders along with promoting policy guaranteed to enhance United States economic and defense position.

Moreover the DREAM ACT has been previously brought to the Senate floor on numerous occasions going back to the Republican administration under the former President George W. Bush.

Most recently it was submitted to 109, 110 and now 111th Congress subsequent to the House approval only to be rejected by the Republican Senate minority.

Therefore the selective Republican members’ claiming that DREAM ACT is being rushed for final vote does not bode well given the facts on the time frame for passing this crucial legislation.

Unfortunately, the decision to block the DREAM ACT is political without any consideration for national interest. The pattern in Washington gridlock is detrimental to domestic growth and prosperity not to mention the political backlash in the 2012 election.

The revival of DREAM ACT before the end of 111th Congress is respectfully requested with a direct plea to the moderate Republican members who honorably cooperated in repealing the Don’t Ask Don’t Tell legislation to once again come forward and extend their bipartisan support to the bipartisan bill that is evidently beneficial to the United States Defense, the economy and most importantly enabling the young Americans in realizing the American dream.

United States distinguished Senate members have the power to acknowledge the DREAM ACT prospects with their final votes in recognition of national priority.

Above all coherence in holiday spirit would demonstrate the individual caring for greater good.
