Mexico – Drugs, Guns and Human Trafficking

Mexico is in the middle of the worst battle against the drug cartels and human traffickers. The North American state is bogged down with horrendous crimes against the vulnerable population within and outside the country attempting to flee the economic, political and social quagmire.

Rather than substantial investments in economy, education, health care, energy and environmental issues,

The Mexican President Felipe Calderón government is forced to divest substantial national resources in targeting the criminals held responsible for the recent massacre, shootings, explosions and gang warfare.

According to the latest reports, the horrific execution of the 72 migrants from Central and South America near Texas border is a grim reality on the lawlessness prevailing in the clashes between the drug gangs and the federal forces.

The drug gang suspected to be involved in the migrant killings is identified as the ‘Zetas,’ ironically represented by the ex-police and military special force officers. Those individuals who were once trained to protect the citizens and the nation are now wreaking havoc through human smuggling and drug related activities.

Their expansive raid is seemingly indiscriminate and none are considered off-limit. They aim at prosecutors daring to bring them to justice, organize shooting spree near private schools attended by defenseless children.

Otherwise, their cowardly act see no boundaries and all are regarded a ‘fair game.’

Obviously there are two elements facilitating their massive operations or the successful heinous crimes and that being – drugs and guns.

These two deadly sources are proved to be potent arsenal used by warfare agents, whether they are drug gangs in Mexico or the terrorists in Pakistan, Afghanistan, Somalia, and Yemen…

They are also the greatest threat to global peace and security.

During the Mexican President’s state visit to Washington, the epidemic violence was shared as the biggest concern among other issues. In that context, the requirement to address the drug and arms supply sources across the U.S and Mexican border was also expressed.

The lucrative arms trade from the United States to Mexico was even cited by the State Department at that time. The convenient exchange of drugs for ammunition between these networks is evolving into an international affair as witnessed in the migrants’ deaths.

Evidently, Mexico alone cannot combat the situation against the nexus operatives located in the regions along North and South Mexican borders.

Perhaps, the United States and other Mexican neighbors consolidated efforts in terminating the deals originating from their end would ease the burden on the Mexican government.

Besides, none are invincible and the drug suppliers together with the arms dealers are no exceptions to the fact. They could be easily dealt with by the combined federal forces in Mexico and the United States.

Essentially, eliminating the sources regardless of its origin is the preliminary step towards containing the spiraling violence that is reported to have claimed a staggering 28,000 lives since 2006.

Further, corruption within government and police forces in Mexico is another factor exacerbating the crisis. The innocent civilians in the urban and rural areas are in a dilemma while seeking protection from the criminals.

The Mexican law enforcement authorities could provide immunity to the suspects in their custody and have them assist the government in tracking down the masterminds behind the organized crime.

Often the gangs and terror groups seek the economically disadvantaged youths to serve their nefarious agendas. Their easy targets are commonly the population in abject poverty and the disoriented segments deprived of future and struggling to survive in the harsh economic environment.

Mexico jobs are on the rise with no improvement in the workers’ earnings and benefits.

Therefore, both urban and rural development boosting job growth with simultaneous increase in wages for better living standards would deter recruits in aligning with the drug cartels.

A unified community along with strong police security pledged to citizens’ safety could prohibit the relentless attacks and fatalities.

Educating the terrified residents and villagers on community support could strengthen the people resistance to drug traders and their allies.

The concerted private and public sector programs sponsoring social workers, religious leaders, political figures and news media can largely influence the society in defeating the forces behind the mayhem.

With the Mexican government commitment, citizens’ solidarity and the neighboring nations’ extended coordination in drug and guns crackdown, the prolific violence could be ended at its roots.

Mexico’s problem is a regional crisis and the law enforcement agencies’ formidable alliance is crucial in apprehending the perpetrators.

United States, Canada and Latin America bear equal responsibility in this regard.

Africa – War and Peace Prospects

Rwandan Rebels Atrocity against Congolese Women

The Rwandan rebels reportedly gang raped 150 women and brutally attacked them during the weekend August 21-22, 2010, raid in the eastern Congo villages – the village of Ruvungi, in North Kivu Province.

According to the reports, the U.N. held the Democratic forces for the Liberation of Rwanda, F.D.I.R. responsible for the violent assault. The systemic abuse and terrorization is routinely carried out against the innocent civilians, especially the women in that region.

The F.D.I.R. is believed to be the Hutu rebels plundering the village communities in the eastern part of the Democratic Republic of Congo, formerly known as ‘Zaire.’

Despite the regional violent past leading to the U.N. military base as peacekeepers within 20 miles from these villages, the U.N. officials’ ambivalence on the peacekeepers’ knowledge about the horrific crime and the lack of intervention in protecting the victims is a tactical flaw.

It defeats the purpose of peace mission if the repeat violence is undeterred and escalating with no end in sight to the sexual attacks against women.

Reflecting on the history in the Central and eastern African nations – Rwanda, Burundi, The Democratic Republic of Congo and Angola – There are many commonalities from the origin to the status quo.

All of these nations have endured the unspeakable crime against humanity during foreign power dominance and in the late twentieth century.

Accordingly, the basis of such atrocity emanates from the deliberate division in these societies created and fomented in the course of spreading religion by Western missionaries and their colonizers in the nineteenth and twentieth century.

1. The Democratic Republic of Congo:

Colonial Power – Congo Free State by the Monarchy King Leopold II of Belgium and the Belgian Congo by Belgium until 1960.

First Congo war – December 1996 – As per the reports then – Laurent-Désiré Kabila, a self-declared communist led the rebel forces ADFLC (Alliance of Democratic Forces for the Liberation of Congo) against the ruling government.

Civilian Deaths – 60,000 (That comprised disappearances, torture and killings).

Second Congo War also known as the Africa World war – declared the deadliest war since World War II
War Period – August 1998 – July 2003

Civilian Deaths during war and aftermath – 5.4 million

2. Rwanda: Colonial Power – Germany and then Belgium until 1962.

Rwandan Genocide – Civil War – 1994

Civilian Deaths in mere 100 days – around 800,000 (believed to be 20% of the total population)

3. Burundi: Colonial Power – Germany and later Belgium until 1962 but officially ended in August 2005.

Civil war Period – 1993 – 2005

Civilian Deaths – 300,000

4. Angola –

Colonial Power – Portugal until 1975 – Gained freedom after the war of independence.

Civil War – 1975 – 1991 between communist, anti-communist and the separatist militant groups.

“The Angolan Civil War was one of the largest, longest, and most prominent armed conflicts of the Cold War. Both the Soviet Union and the U.S. considered it critical to the global balance of power and to the outcome of the Cold War.”

The Angolan civil war resumed again in 1992 – 1994 and 1998 – 2002.

Civilian Deaths – 500,000 in the 27 year war that officially ended in 2002.

While, Democratic Republic of Congo and Angola wars are related to the political upheavals with external intrusion within Africa and the global powers at that time.

Rwanda and Burundi have been dealing with clashes between the once peaceful Hutu population and the Tutsi tribes that co-existed including intermix marriages until the European colonial powers upon their colonization assigned the Tutsis the superior status based on physical appearance against the traditional Hutu peasants.

Since then, the perpetual violence predominantly between these two groups had been widespread with the 1994 massacre appropriately recognized as the ‘Rwandan genocide,’ that resulted in roughly 500,000 – 1,000,000 fatalities by the Hutu militiamen under apparent foreign influence against the Tutsis preceded by the reversal killings in the latter part of twentieth century.

Evidently, The Democratic Republic of Congo has its share of warfare and violence that continues until now. Among them, the distinctive Second Congo war August 1998 – July 2003, the Africa World War involving eight nations and 25 armed groups have caused the several million deaths not only in war, but an estimated 5.4 million documented to have died from disease and starvation by 2008.

Many have succumbed to preventable diseases and malnutrition with children being the major casualty.

The eastern part of Congo is considered the ethnic Hutu rebels stronghold for economic reasons with the spate of sexual violence callously carried out against the Congolese women.

Notably, these simultaneous civil wars occurred from 1992 to 2005 in the east and Central Africa with the world powers exacerbating the situation such as in Angola war and other times leaving the victims at the aggressors’ mercy not excluding military action made possible with the obvious arms supply to the warring factions.

Had peace been initiated or promoted vigorously the generational conflict heightened in the early 1990’s until 2008 could have potentially prevented the incredible loss of lives.

Unequivocally, the arms trade had flourished in the process rendering central and eastern African lives dispensable with history repeating itself in Darfur, Sudan.

On the bright side, Rwanda today is acknowledged as the vibrant and progressive nation with rapid economic growth, political stability highlighted with the national legislature represented by majority women.

That being the case, there is all the more reason for the Rwandan female legislators to condemn the violence by the Rwandan Hutu rebels against the Congolese women in the eastern Congo and exemplify their solidarity to the victims through strategic support in curbing the senseless act against the village communities in the neighboring eastern democratic republic of Congo.

It’s time for a new beginning in Africa long been mired with civil wars, corruption, disease, poverty and exploitation from within and foreign power.

Rwanda’s status as the developing nation is further enhanced in engendering peace with its neighbors by addressing the Rwandan Hutu rebels’ violence against the villagers in the eastern Congo.

African leaders across the continent could reshape the destiny by honoring the democratic rule in the politically vulnerable states and focus on providing economic opportunities for the people affected in the ceaseless conflicts.

It’s entirely in the hands of the leaders to restore Africa’s image as a resilient, resourceful and remarkable global partner in every aspect.

Iraq – Partial Troop Withdrawal

Congratulations! To President Barack Obama, the United States Military and the coalition forces in the decision on the estimated 50,000 troop withdrawal from combat position in Iraq.

The President fulfilling the campaign commitment on timeline troop withdrawal is praiseworthy with the remaining forces to be withdrawn at the end of the year 2011.

However, the Iraqi national security is directly related to the political stability that remains unresolved.

The incumbent Prime Minister Nouri-Al-Maliki refusal to honor the Iraqi electorates’ will is contributing to the perpetual violence claiming innocent lives and enabling the insurgents’ establishment in the exhausted and war torn Iraq.

Perhaps, if Prime Minister Maliki were to prioritize his country’s interest over personal political ambitions by allowing the electorate mandate to prevail and that being,

The secular government comprising the Shi‘ite, Sunni and other minorities representing Iraq led by Prime Minister-elect Ayad Allawi, then Iraq would be debating on the economic issues rather than dealing with incessant bombings and explosions.

The people of Iraq could initiate the immediate formation of the secular government they elected back in March 2010 by urging the Iraqi leadership to recognize the importance in having a functional government to address all national issues.

A failure would result in the Iraqi security forces taking much longer to maintain law and order without a nationally approved federal authority in power.

Prime Minister Nouri-Al-Maliki and the political faction are undermining the fragile democracy in Iraq obtained through sacrifices from Iraqis and the U.S. as well as coalition armed forces.

Meanwhile, the lack of evidence in U.S. and international pressure on the Iraqi political situation is exacerbating the national security.

The default is also promoting Iran’s influence and the militants’ operations in Iraq.

Troop withdrawal from Iraq is a tremendous relief to the U.S. economy and a welcome change in the defense strategy with the credit attributed to President Barack Obama and all others responsible for the action.

Iraq’s future is entirely dependent upon the elected representatives expediting the March 2010 political outcome and granting the long beleaguered nation a secular, sovereign status.

New Developments in India

Per the article International Events – India Independence Day published on this website 08/16/10 under International Politics, the food prices inflation impacting the incumbent administration in New Delhi at national polls was cited in the post.

Further, the scenarios causing the food inflation was elaborated with solutions to overcome the situation contributing to the Prime Minister Man Mohan Singh’s decline in the national polls among the frustrated population.

Upon the private media investigation in the matter, the latest findings reveal that the suspicion on the illicit trade practices involving government subsidized staple food reserved for domestic consumption is confirmed to be factual.

For rice is being smuggled out of the state and exported overseas to Singapore, Malaysia and New Zealand…at 1000 percent profit.

As a result, the consistent demand is superficially inflated with short supply depriving the local population of the Central government subsidies.

In this context, the southern state of Tamil Nadu government under the Chief Minister M. Karunanidhi, is implicated in the video documentary of the trade activity from origin to destination.

Reportedly, the state agricultural minister has refused to comment despite the facts surrounding the nationally exposed food scandal.

Besides, the Chief Minister M. Karunanidhi’s victory was premised on supplying rice to the poor and the lower income at one Indian rupee.

The Central government apparently provided the stock for distribution at that price, evidently the state officials diverted the stock for profitable means.

The Congress party as the Central authority is in a dilemma with the Tamil Nadu government being one of the coalition partners enabling the majority rule to govern the nation.

Regardless, the Congress party is obligatory to the nation in cracking down on corruption and honoring the campaign promise in transparency and accountability especially with the scandal emanating from within the coalition.

It would remarkably improve the Congress party’s image, credibility and future electoral prospects through effective actions in dealing with the systemic abuse of power at various political levels beginning with corruption undermining democracy.

Not to mention in addressing the public anxiety over the Central power’s inability to control artificial food inflation.

Worldwide, politics without corruption and power abuse is a misnomer. It’s attributed to populace disappointment not transformed into action in eliminating corruption from the base.

Tamil Nadu has been ruled by two political factions for decades, each periodically replaced by one another for similar or distinctive dysfunctionality.

The state is renowned for intellectual feat in science and technology, cultural arts and humanities.

However, Politics has not been easily accessible to the talented mainstream due to the dominance by the state’s motion picture industry artists.

Perhaps, the Tamil Nadu electorate could reflect on the establishments’ record obstructing the state’s progress and elect intellectually poised leaders committed to the electorates’ interest rather than their own. They could be young, mature and energetic or the experienced seniors dedicated to serving the people and not the personal agenda.

Nevertheless, a breath of fresh air is always better for the contaminated political environment.

It’s analogous to global politics.

In other issues raised in that article – the new development from the Naxal and Maoist groups extending an olive branch is extremely hopeful and it would be appropriate to end the standoff with mutual ceasefire from both sides enhanced by a new commitment to peacefully resolve the long standing dispute.

Since the Naxal and Maoist group’s choice of mediators are arousing unnecessary political tensions, it would serve the peace process positively with the independent panel unaffiliated to both parties but well adapted in delivering the desirable outcome i.e. listening to the insurgents’ issues and making an effort in understanding the reasons behind their struggle is an initial step towards reconciliation process.

At the same time, offering the reasonable and realistic solutions to the problems would be an amicable approach to the successful negotiation.

Maintaining similar strategy in other national security and economic issues related to farmers is favorable to all sides.

International Events – India Independence Day

Happy Independence Day to India on August 15, 2010.

India celebrated its 63rd anniversary amid stability and domestic crisis.

On the economic front, India is focused on GDP growth but struggling to contain food prices.

The inflation is contributing to the public anger and disappointment reflected in the national polls directed at the Central government.

Adding to the problem is the recent handling of the farmers’ plight in the northern state of Uttar Pradesh. The State government’s slow response to the situation is criticized nonetheless; the damage control measures are being implemented possibly with the Central government intervention if required.

While being steadily progressive, the Indian economy has been challenged with inflation in some areas like food that is demanding immediate attention from both the public and private sector.

The government authorities, i.e. the Agricultural Ministry is under lot of pressure to act effectively in controlling the rising inflation.

Although, India is known to be fairly self-sufficient in staple food and other produces, the price surge could be attributed to natural and superficial factors. The nation has been dealing with extreme drought and floods in different parts of the country lately exacerbating the farmers’ uphill battle against the economic woes surrounding a good harvest.

Alternatively, the supply could be restricted by the various merchant groups involved in the distribution right down to the government authorized ration shops diverting the stock for private sale influencing the market rate. It’s not uncommon and the artificial price hikes surface during consistent demand superficially escalated with the short supply.

Further, cash crop exports to promote GDP could be halted and instead used for domestic consumption until the affordable market price is restored.

Perhaps, the government and private investigation into such practices could ease the burden on the economy, the farmers and the consumers. It would also help if the State and the Central governments address the farmers’ various agricultural issues to improve production.

National Security – The Indian government is confronted with security threats within the national territory mainly instigated by external forces.

The Naxalite and Maoist Groups with communist ideology have remained in opposition to the democratic Central and state governments regardless of political factions.

At present the tension is compounded with the new evidence reportedly involving the Pakistani ISI and Pakistan sheltered fugitive – the underworld don Dawood Ibrahim hiring the naxals to wage proxy war against the Indian security force.

Neighboring nuclear nations’ incited insurgency in the world’s largest democracy is an unnecessary provocation and deserves global condemnation.

While one is portrayed as the ‘ally’ in the war on terror and the other a ‘reliable,’ economic partner, the reality being neither appear to be committed in the respective domains,

For, the terror masterminds especially Osama Bin Laden and other chief militants are at large and yet to be revealed from the undisclosed locations in Pakistan,

The currency adjustments against the U.S. dollar by China still remains a contentious issue despite China’s assurance in adhering to the U.S. and international request at the Toronto G-20 summit.

Meanwhile, the Indian Government’s best strategy would be to initiate a dialogue with the insurgents i.e. the Naxalites and,

If the grievances are economic and social disparities related, then those anomalies could be appropriately fixed by providing the necessary means to the segments including minority representation in the parliament.

Concurrently, freezing the proxy war agents’ bank accounts and financial channels,

In addition to, tracing and terminating the rebels’ ammunition origin would deter the uprising and encourage peaceful negotiations.

The other matter pertains to Pakistan based militant group – Lashkar-e-Taiba instigated separatist movement in Kashmir.

Upon the State Chief Minister Omar Abdullah, the Prime Minister Man Mohan Singh including the cabinet ministers’ review of the secessionist proposal and call for peace in the valley with sincere offers to reconcile the differences, there was glimmering hope for amicable settlement in Kashmir.

However, the militants across the border aided by the terror groups and the Pakistan intelligence agency,

Ever determined to sabotage the Muslim population peaceful existence ignited a renewed unrest leading to loss of lives and curfew imposition in Kashmir.

It proves that the institution like a national intelligence agency traditionally responsible to defend and protect civilians from harm are unfortunately dedicated to counterproductive activities claiming innocent Muslim lives at their domicile and in the neighboring state.

Ironically, the Muslim population is attacked and killed more in Pakistan than anywhere else by the same terror groups that are behind the separatist movement misleading them for an independent state in Kashmir.

A persistent and persuasive peace talk is an ideal approach for the Indian leaderships in resolving the political and social disputes. It is guaranteed to provide a positive outcome.

Avoiding firearms and excessive tactics against unarmed civilians in any circumstances is favorable to all sides.

In other areas of interest –

Investments in green technology and robust environmental policy are crucial to protect the planet.

India could lead in the renewable energy use by adapting to natural sources rather than fossil fuel or nuclear resource. Given the suitable weather conditions, India would highly benefit in providing cost effective energy programs to all.

Alleviating the suffering in hunger, poverty and disease among the vast majority would enhance development.

Completing infrastructure projects within time frame is better for business opportunities and national image.

Otherwise, India’s achievements since independence is exemplified in the status quo as an emerging economy, thriving secular democracy, innovator in science and technology and a cultural phenomenon to say the least.

International Events – Pakistan Independence Day

Happy Independence Day on August 14, 2010 to Pakistan!

Pakistan celebrated its 63rd anniversary since partition from India and the nation has been confronted with humongous challenges until now.

The recent flooding has taken a toll on the population and the victims’ frustration is directed at the authorities engaged in rescue operation.

The United States assistance and the generous contributions from people around the world are significant in saving lives.

Pakistan is also politically and economically undermined by the various terror networks wreaking havoc within and outside the country.

More than six decades into independence and Pakistan is deprived of a vibrant democracy predominantly due to the liaison maintained by the key officials in the Pakistan military along with ISI, the intelligence agency with the militants and radical groups like Taliban, Lashkar-e-Taiba, the Haqqani networks, the underworld don viz. Dawood Ibrahim Kaskar and the likes.

Why is Pakistan so tolerant and providing refuge to these criminal elements despite their notoriety are the legitimate concerns in the international community?

One would presume that the substantial U.S. military and financial aid to Pakistan to clamp down on terrorism should have eliminated terror from the nuclear nation.

Instead, the terror organizations prominently the Al-Qaida, Taliban, the Haqqani and Lashkar-e-Taiba have transformed Pakistan into a terror haven killing more Pakistanis, their fellow Muslims in the endless explosions across the country.

Besides, them instigating violence in neighboring Kashmir and consistently plotting against the United States as well as other democracies around the world.

How can they possibly justify these actions in the name of Almighty God, the Allah and the Holy Quran that forbids any harm to the living in any shape or form?

Can these individuals be regarded Muslims considering their indiscriminate violence towards fellow human beings particularly their own Muslim brothers and sisters, whether in the United States, India, United Kingdom, Saudi Arabia, or for that matter the incessant bombings that are occurring in Pakistan?

It’s no secret that the certain Pakistani military and ISI members ‘aiding and abetting has emboldened the terror networks and enabled them to freely operate in the nuclear armed nation.

What is the solution to this radicalization and how can it be addressed effectively?

Arms embargo in addition to freezing bank accounts facilitating terror activities within Pakistan is paramount in ensuring global security.

The Pakistani educated youth and the middle class have a responsibility to take control of their nation.

For, it’s their future that is being squandered by the unscrupulous sources in the national defense and intelligence agency.

Pakistan has enough military power to have contained if not eradicated terror, considering the successful military coups against democratic governments since its birth.

Then, why the combined forces of Pakistan and U.S. military are having difficulty demolishing the medieval terror infrastructure in the twenty first century is mind boggling.

As a result, the Pakistani citizens and the U.S. taxpayers are forced to bear the brunt in human casualties and the economic aspect.

How long should these war games continue and at what cost?

These are the questions to be raised by the people of Pakistan and the United States.

Human lives are expended on both sides with no end in sight to the war on terror.

Throughout history, the people have demonstrated the will and courage to stand up to the forces stalling human progress.

Evidently, they have triumphed from time and time again.

Therefore, Pakistan’s public complacency to the decadent status quo from the myriad sources dominance is the problem and could be easily resolved through solidarity by identifying the ‘bad apples,’ and replacing them with those dedicated in renewing Pakistan’s image as a friendly neighbor, viable economic partner and a true ally in the global war on terror.

There is an opportunity for a new chapter in the twenty first century provided the people initiate the peaceful beginning.

‘Change,’ cannot be brought upon by mere hope, it has to be delivered through action.

Campaign Finance Reform Bill

Further to the United States Senate Actions Chronicle, there were more relevant bills proposed by the Senate Democrats in the past month – July 2010.

Campaign Finance Reform: The bill aimed at the election campaign’s fundamental problem – the special interests influence undermining democracy.

Evidently, it did not survive the Republican members opposition.

Although, the House passed the legislation, it failed in the Senate by three votes short of 60 votes required to eliminate Republican filibuster against the Disclose Act and various important components protecting the democratic sanctity.

The Democrats introduced the bill primarily to offset the negative effects from the Supreme Court’s decision granting unlimited access to the corporations, unions and other interests through campaign contributions, political ads and advocacy for or against any political candidate ahead of the election.

However, there was an exception to the Supreme Court’s rule that permitted Congress to legislate the interest groups’ political rhetoric via disclaimer and disclosure requirements.

Democrats precisely drafted the legislation to prohibit overseas corporations, federal contractors and tax payer bailed out businesses from the sponsorship.

At the same time, the bill enforced the disclaimer and disclosure requirement on the rest with the respective organizations’ chief executive or union leader’s personal appearance and endorsement message in the political ad.

Similar criteria apply to the nexus group representing the corporations, trade unions…to identify the top donors in the political ad.

Additionally, the corporations and advocacy groups are expected to provide campaign contribution details exceeding $1,000 in their political expenditure accounts.

The purpose behind this legislation is to enable transparency for free and fair elections by limiting the powerful organizations from depriving the electorates’ voice being heard in a democracy.

Not surprisingly, the business groups had expressed their grievances claiming the legislative act violated the free speech right and reportedly highlighted on the unions not being subject to the same conditions.

This issue could be addressed with a clear emphasis on the bill to affect all participants in the political campaign including the non-profit organizations with a political agenda regardless of stature.

Up until now, the legislation passage is entirely dependent on the democrats and isolated Republican member votes viz. Senators Susan Collins and Olympia Snowe, in all major issues.

The Republican opposition has been driven by the special interests controlling the electoral and legislative process.

Now, the Republican members voting against the campaign finance reform prove their priority to the business groups over their constituents and the American electorate in the nation.

In return, the business groups have pledged extraordinary support and financial backing to the Republican candidates thwarting the democrats’ effort to represent the American people and the nation at large.

Therefore, the public demand across the political spectrum is imperative to revive the bill and restore democracy upon the Congress members’ return from August recess.

Any resistance to the bill will indicate the political party and the member’s self-interest against national interest.

Rest assured, the Democrats bill on the campaign finance reform is a phenomenal step towards fixing the broken political system in Washington.

People have the power to bring about the long overdue change in the political sphere.

It’s possible by electing the legislators demonstrating their commitment to work for the people and the democrats are diligently performing their constitutional duties in improving American lives.

United States Senate Actions Chronicle

The United States Senate in the past week (August 2nd – August 6th 2010) made inroads through following actions.

1. Senate Confirmation of the Supreme Court Nominee.

Senate confirmed the Supreme Court Justice nominee, Elena Kagan and further enhanced the intellectual as well as the judicial acumen in the United States Supreme Court.

Congratulations! To the Supreme Court Justice Elena Kagan for the highest honor and a lifetime opportunity to serve the people of the United States with objectivity, diligence in the interpretation of the constitutional law and decisions evaluated on the pervasive impact.

As stated earlier, Justice Elena Kagan would be a valuable asset to the present distinguished Supreme Court representation in all aspects.

Best Wishes to Justice Elena Kagan in the new judicial responsibility.

President Barack Obama and Congress members deserve credit in efficiently addressing the nomination process.

2. Senate Confirmation of the National Intelligence Director

Senate also confirmed the National Intelligence Director – James R. Clapper to lead the nation’s 16 intelligence agencies.

Recently, there were concerns regarding the fragmented intelligence apparatus and the revolving complexity compromising the efficiency required to serve national security.

The newly appointed Director is claimed to possess the credentials and experience in the intelligence field with glowing references from the defense and intelligence departments.

Director Clapper is expected to integrate the national intelligence efforts and provide the management crucial for national security.

It appears that Director Clapper successfully demonstrated his ability in this respect and convinced the Senate Committee for a unanimous vote during the confirmation hearing.

Congratulations and Best Wishes! To the National Intelligence Director – James R. Clapper in the important designation to safeguard national interests.

3. Senate Approval of $26 Billion for States and Schools

Earlier in the week, the Senate passed the bill to fund the States and School districts in an effort to protect the teachers and the several government workers’ jobs.

Teachers, law enforcement and emergency department employees were facing layoffs due to the states’ severe deficit crisis.

The federal aid is a saving grace for it would provide the school districts with timely financial supplement in maintaining the proper academic environment.

With respect to the states, the furloughs hurt the employees and deep spending cuts were targeted against the essential programs.

But, now the funding could help in those areas and prevent job losses that otherwise would have exacerbated the state and national unemployment.

The $26 billion is a stopgap measure to allow the states in continuing the necessary educational and social services including the border security provision by deploying 1000 patrol agents as a strike force in the sensitive areas.

The benefits are also extended to the department of Justice in handling the excess case overload.

It’s noteworthy that the bill is entirely funded by the revenue from closing the business tax loophole and making spending cuts.

Therefore, it does not add to the national deficit.

The $600 million appropriated towards border security is also paid for. The 10 percent increase in spending is adjusted against the visa application fee hikes on the few companies sponsoring foreign workers.

Senate action is praiseworthy and reflects the authors such as the New York Senator Charles E. Schumer as well as others’ true commitment in defending the nation from economic woes and security foes.

House of Representatives are returning to vote on this bill next week. It’s indicative of their dedication to rescue the vulnerable members in the society. Speaker Nancy Pelosi and the House members’ action are attention worthy.

The public gratitude in this regard would be inevitably conveyed through ballots in November 2010.

Republican Senators Susan Collins and Olympia Snowe share the appreciation for their bipartisan support in the recent legislations.

Perhaps, other Republican members would join their two esteemed colleagues in the near future.

Peace in Kashmir Valley – Truce between India and Pakistan

The Indian State of Kashmir is under curfew due to the escalating clashes between the militants’ proxies and the Indian Security forces.

Reportedly somewhere between nine and thirty three people had died, several security personnel got injured in the past three days alerting a cabinet committee review among the Central and State government leaders. The cabinet meeting presided by the Indian Prime Minister Man Mohan Singh appear to have discussed the pertinent issues on Kashmir.

Views on the Kashmir valley vary depending on the beholder.

Kashmir is the long disputed territory for the nuclear neighbors Pakistan and India since their independence. The misguided approach to the Kashmir dispute has stalled the strong bilateral relationship from fruition. Both countries that were once united in the Indian sub-continent share more similarities on a broad spectrum.

The multifold opportunities at political, economic and social front could benefit both countries enormously by divesting the disproportionate defense spending to improve the lives of the vast majority living in abject poverty and concurrently promoting the society’s educated middle class that has been instrumental in driving the respective work force.

Instead, the nations have engaged in conventional warfare and were at the brink of nuclear confrontation not long ago contributing to the lingering security concerns on both sides.

Kashmir is divided along the borders and the northern area alongside Pakistan referred to as ‘Azad Kashmir,’ falls under Pakistan’s jurisdiction.

Whereas the Indian side of Kashmir is bifurcated as Jammu and Kashmir state with a democratically elected Chief Minister Omar Abdullah under the governor N.N.Vohra.

Jammu and Kashmir with two state capitals Srinagar during summer and Jammu in winter has its origins tracing back to the first millennium when the entire valley was enriched primarily in Hinduism and governed by the people, a thriving republic.

Then the introduction of Buddhism came along, followed by the interim Islamic influence through Moghul emperors and again eventually ruled by the Dogras represented by the Hindu majority.

Maharaja Hari Singh, the most contemporary ruler (1895-1961) of the Kashmir valley sprawling from Jammu, Kashmir, Northern areas, Ladakh, Trans-Karakoram Tract and Aksai Chin had signed the instrument of accession to the Republic of India on October 26, 1947.

Upon Kashmir being attacked by Pakistani Armed Forces in 1947, soon after Pakistan and India’s freedom from British rule, Maharaja Hari Singh acceded the princely state of Kashmir in its entirety to the democratic India.

Maharaja Hari Singh is survived by his only heir His Highness DR. Karan Singh.

DR. Karan Singh held high profile cabinet positions during the former Indian Prime Minister Indira Gandhi’s term in office between 1970 and 1984. Besides being elected the President of the Province, then Governor of the State in 1964,

At present DR. Karan Singh is the titular Maharaja of the State of Jammu and Kashmir.

Today, Jammu and Kashmir demography reflects a Muslim majority, Hindus, Sikhs, Buddhists from Ladakh region and other ethnic groups from Northern India.

Regardless of the history, the bone of contention has been the state with the highly concentrated Muslim population should either become part of the Muslim nation i.e. Pakistan or allowed to seek autonomy from India and Pakistan.

Both scenarios do not bode well for the Kashmiris as they would be economically disadvantaged and politically vulnerable without the distinctive statehood and a stable Central government.

Moreover, Kashmir has other indigenous population such as Hindus, Buddhists, Sikhs…with formidable cultural and religious heritage going back to several centuries. The dispute settlement beckons the positive outcome for all rather than the selective course of action heeding to the national and international political rhetoric.

The militant groups’ activism originating from the Pakistan based Lashkar-e-Taiba misleading the separatist movement APHC, the All Parties Hurriyat Conference in the Indian State cannot be ignored.

Undeniably, the kamikaze policy is detrimental to the source and the parties affiliated to them.

If the notion is to create tension in the Indian state to destabilize the democratically elected government headed by the Chief Minister Omar Abdullah, such missions inevitably backfire leaving the majority population at the lawlessness mercy, thus exacerbating the political, economic and social environment.

The APHC and other separatist organizations seeking independence need not look farther for,

Pakistan in twenty first century is overwhelmed with internal turmoil triggered by ceaseless terrorism and the credible evidence against the Pakistan military as well as the intelligence agency’s affiliations to Taliban and terror networks keeps unfolding time and time again.

The democratic governments in Pakistan have been toppled and challenged since birth. The continued attempts only derail the economic progress for the country with incredible potential to compete in the global economy.

Pakistan is undermined by the defense sector focused on prolific arms trade. It is proved to be a major impediment in improving its relations with not only India but also Afghanistan and others in the region.

The intermittent diplomacy emerging between Pakistan and India including Afghanistan require perseverance in dialogue aimed at each other as allies not adversaries.

Although, the incumbent Pakistan government along with the United States has pursued the terror networks, the operation cannot be successful without Pakistan’s ISI and military officials’ true commitment.

Indian troop level maintained at half a million to safeguard the 10 million Kashmiri population has been the highlight of Pakistan’s complaint.

Pakistani government on its part is yet to address India’s legitimate request to eliminate radical terror groups – ominously Lashkar-e-Taiba, the Haqqani network and the likes, having been successful in the terrorist act against Indian civilians.

Even Pakistan’s cooperation has been dismal in extraditing the terror masterminds in the face of harsh realities.

It’s in the best interest of Pakistan to eradicate the contaminants polluting their soil and renew Pakistan’s image as a reliable partner in global war on terror.

Failing that people in Pakistan are held back from moving forward in the new millennium and stigmatized because of the various terrorist groups’ nefarious activities.

When comparing the economic and political conditions of ‘Azad Kashmir,’ under Pakistan governance with the Indian state Jammu and Kashmir, the citizens on the Indian side have better economic prospects and political stability barring the militant’s infiltration across the border and the Indian Security forces reaction to curb the instigation.

Poignantly, the advocacy on secessionism in relation to Kashmir from different corners ought to be analogized.

Those who favor Kashmir secession from the Union of Democratic India premise their decisions purely on the census data and disregard the dire consequences from it.

For instance, California is exceedingly populated by the once ‘minorities,’ projected to be the majority in the near future.

Similarly, France and other parts of Western Europe are dominant with immigrants especially a much higher Muslim population expected to grow exponentially by 2050.

The population ratio as the criterion for the secessionist demands on Kashmir sets a nonviable precedence with serious repercussions to India and the rest of the world.

Notwithstanding that India is the second largest Muslim nation surpassing Pakistan and other Islamic countries on the globe.

Therefore, Kashmir or any other state for that matter within India could not be isolated from the democratic union now or in the future.

Jammu & Kashmir for all the valid reasons have been represented by Muslim Chief Ministers duly elected by the people through a democratic process and are provided with the necessary support from the Central government under the remarkable leadership of Prime Minister Man Mohan Singh.

Any grievances towards the excessive security forces presence or the latest incidents involving them are to be resolved peacefully and effectively in a democratic setting.

In fact, the valuable suggestions from the Chief Minister of Jammu & Kashmir, Omar Abdullah is pragmatic and extremely hopeful.

The Chief Minister has made the following proposal during the Cabinet Committee on Security session:

“The CCS, while taking stock of the situation, also discussed the proposal of state Chief Minister Omar Abdullah for beginning an internal dialogue with all shades of opinion.

The state government had also sent a request for a policy to rehabilitate former militants who had served their jail sentence and were unemployed besides a comprehensive policy for those youths who were willing to return from Pakistan-occupied-Kashmir.

It may be mentioned that intelligence agencies had been reporting that the majority of stone pelters have been those who have been former militants at present unemployed.”

It’s clear from the deteriorating situation in Kashmir that the former militants and the youths behind the unrest could be deterred through economic solutions i.e. employment, government and private sector programs assisting youth participation in community projects; facilitate entrepreneurship – small businesses and self-sustenance modeled on urban development

Indian Central government has a responsibility to investigate the allegations against the security forces in the ongoing protest producing loss of lives.

Indian security force would be admirable as peace keepers and avoid measures leading to civilian deaths or physical harm.

The Kashmiris’ plight from all walks of life deserve the state and the Central government result-oriented actions targeting the political, economic and social problems with an assurance that Kashmir is and will always remain the integral part of secular India.

Kashmir harmony is paramount for the Indian sub-continent peace. The elements trying to sabotage the democratic system are destined for their own downfall in accordance with the end justifying the means.

Kashmir could achieve the long lasting peace and prosperity in the current democratic atmosphere ideal for new developments.

Good Luck! To Prime Minister Man Mohan Singh, Chief Minister Omar Abdullah, the cabinet ministers, APHC and the people of Kashmir in the amicable resolution of the conflict.
