Middle East Peace Plan 2020

Padmini Arhant

Middle East Peace Plan – Israel and United States presented the latest proposal as

Deal of the Century.

Review and Solutions.

The Middle East peace plan key points deviates from the path of peace and instead legitimize illegitimate occupation of Palestine and annexation of other territories by Israel following Israel’s six days aggression in 1967 and unlawful settlements in West Bank, Palestine until now.

Nonetheless, the peace plan with appropriate recommendations and solutions furnished for mutually reasonable and acceptable peace treaty.

Deal of the Century (DC) bullet points:

DC: Borders Israel will retain 20% of the West Bank and will lose a small amount of land in the Negev near the Gaza-Egypt border. The Palestinians will have a pathway to a state in the vast majority of territory in the West Bank, while Israel will maintain control of all borders.

Correction and Solution: West Bank is Palestinian territory with unlawful settlements against international laws attracting global dissent. Accordingly, the area to remain part of Palestine under Palestinian jurisdiction and authority. The settlers are to be provided an option to either return to destinations of their origin/choice or seek legal resident status subject to Palestinian authorities approval. Palestinians would have free access to their state in West Bank, Gaza and East Jerusalem. The Palestinians elected government would deploy their own security forces and personnel on their borders while Israel would maintain only Israel’s borders in recognition of Palestinian and neighbors sovereignty and territorial rights respectively.

DC: Jerusalem: The Palestinians will have a capital in east Jerusalem based on northern and eastern neighborhoods that are outside the Israeli security barrier – Kafr Akab, Abu Dis and half of Shuafat. Otherwise, United States President Donald Trump said Jerusalem will remain undivided as Israel’s capital.

Correction and Solution: Palestinians capital in East Jerusalem entailing all Palestinian neighborhoods and specifically Al aqsa mosque would be Palestinian territory. Any other suggestion on Jerusalem as undivided Israel’s capital is contentious for following reasons.

Israel’s claim on undivided Jerusalem regardless of the holy city’s relevance to other faiths Islam and  Christianity besides Judaism not excluding non-believers and other segments from across the region is over ambitious notwithstanding Israel’s militarization of Islam’s Al aqsa mosque, the second most revered place of worship and demolition of Palestinian homes in East Jerusalem proved counterproductive thus far.

DC: Settlements: Israel will retain the Jordan Valley and all Israeli settlements in the West Bank in the broadest definition possible, meaning not the municipal borders of each settlement but their security perimeters. This also includes 15 isolated settlements, which will be enclaves within an eventual Palestinian state. Within those settlements Israel will not be able to build for the next four years. The IDF will have access to the isolated settlements. For the settlement part of the plan to go into effect, Israel will have to take action to apply sovereignty to the settlements, which Prime Minister Benjamin Netanyahu said he plans to do at the upcoming cabinet meeting on Sunday.

Correction and Solution: Jordan Valley and the northern Dead Sea representing more than 30% of West Bank with majority approximately 65,000 Palestinians compared to 11,000 Jewish settlers living there. Furthermore, the valley long been the significant land reserve for Palestinians would constitute Palestinian territory. All settlements within West Bank and in the region would be Palestinian state territory. Palestine would be governed by Palestinian elected government with the territories monitored and defended by Palestinian security personnel. All settlement activities before, now or in the near future in West Bank and other Palestinian territories qualified as encroachment would fall under Palestinian jurisdiction related to property and real estate laws in Palestinian land. The withdrawal of Israel Defense Force (IDF) from Palestinian Territories beginning with West Bank, East Jerusalem and near Gaza i.e. inside Palestine is critical for any peace process to be sincere, serious and above all genuine. The foreign government viz. Israeli authorities action on sovereignty on illegal settlements would be null and void.

DC: Security: Israel will be in control of security from the Jordan River to the Mediterranean Sea. The IDF will not have to leave the West Bank. No change to Israel’s approach to Judea and Samaria would be needed.

Correction and Solution: Reiterating above mentioned facts on recognition of sovereignty, territorial integrity and rights that are in adherence as international law in most parts of the world, similar situation would apply to Palestinian state and the state of Israel confined to own respective boundaries and borders which means Palestinian security forces would be responsible and in control of the West Bank and Palestinian territory and vice versa.

With respect to Judea and Samaria – Since the reference Judea and Samaria is Israeli government’s term for administrative control over occupied West Bank, the termination of foreign rule and influence on sovereign state i.e. Palestine would be natural and inherent part of the deal.

DC: Palestinian state: The plan does not include immediate recognition of a Palestinian state; rather, it expects a willingness on Israel’s part to create a pathway toward Palestinian statehood based on specific territory, which is about 70% of Judea and Samaria, including areas A and B and parts of Area C. The state will only come into existence in four years if the Palestinians accept the plan, if the Palestinian Authority stops paying terrorists and inciting terrorism and if Hamas and Islamic Jihad put down their weapons. In addition, the American plan calls on the Palestinians to give up corruption, respect human rights, freedom of religion and a free press, so that they don’t have a failed state. If those conditions are met, the US will recognize a Palestinian state and implement a massive economic plan to assist it.

Correction and Solution: The recognition of an independent Palestinian State barring foreign nations viz. Israel or any other state intrusion, interference in administrative governance, security and all other matter deemed internal and related to Palestinian population affairs and welfare would be instantaneously effective. The establishment of Palestinian statehood and self-determination rights with requirement on withdrawal of foreign viz. Israel’s occupation and deployment of troops as well as administrative authority in West Bank and other Palestinian Territories such as Gaza and East Jerusalem to commence immediately preventing any unnecessary delay and procrastination in this regard.

Once again, Palestinian territory elaborated with respect to all areas pertaining to West Bank i.e. Israeli government reference Judea and Samaria, East Jerusalem and Gaza would be returned in entirety conforming to meaningful and authentic peace accord.

Violence and terrorism to cease on all sides enabling youth and citizens in Palestine and Israel to co-exist in peace. Additionally, the peaceful outcome aimed at long overdue economic progress and development among Palestinians would promote unity and harmony between the two states otherwise wasting time and resources in politically motivated tensions and confrontation.

As for the American plan calling on the Palestinians to give up corruption, respect human rights, freedom of religion and a free press, so that they don’t have a failed state – this is a universal problem in varying proportions and prevalent more so in governments espousing fundamental values with utter disregard for constitution and democratic principles affecting the idea of democracy, individual freedom on religion, free speech and free press endangering normal existence that could lead to any nation’s failure. Not to mention corruption, a global epidemic in politics with widespread impact on integral systems in society.

The political consciousness and remedy to eliminate corruption is applicable without exception to all nations and governments in power as well as opposition for a corruption free system prioritizing transparency and accountability exempting none above law.

DC: Refugees: A limited number of Palestinian refugees and their descendants will be allowed into the Palestinian state. None will enter Israel.

Correction and Solution: This is a matter concerning Palestinian people and their independent nation granting them exclusive discretionary power to approach the humanitarian issue best suited to their economic and social conditions. Though Palestinian refugees and descendants having been forced to leave their native land exercising the right to return to Palestinian state would not be uncommon in semblance to Israel’s policy inviting Jewish citizens from anywhere to Israel.

DC: Triangle: The plan leaves open the possibility that Israel will swap the area known as the “Triangle” – consisting of Kafr Kara, Arara, Baka al-Gharbiya, Umm el-Fahm and more – into the future Palestinian state. According to the plan, “the Vision contemplates the possibility, subject to agreement of the parties, that the borders of Israel will be redrawn such that the Triangle Communities become part of the State of Palestine.”

Correction and Solution: Israel’s preparedness to swap areas known as the “Triangle” is welcome. The plan transforming the possibility to eventuality in the above enunciated manner is paramount. Once again the peace plan in the corrected format with eligible solutions is a great opportunity towards sustainable peace and security to both Israel and Palestine. Not only the citizens in Palestine and Israel deserve peace and stability, the regional experience is pertinent for global peace and security.

The political will on this historic peaceful resolution ending the prolonged Middle East conflict is the responsibility of political leaderships and society in Israel and Palestine demonstrating commitment to an independent sovereign Palestinian state alongside sovereign state of Israel forging normal relations benefitting in trade, cultural, education, technology, environment and more enhancing comprehensive gains.

Hopefully, rationality and wisdom would prevail in accepting the accord for long lasting peace, economic growth and prosperity desired by the citizens in Palestine and Israel.

The amended peace plan fruition could further benefit Israel in bringing the ongoing domestic political stalemate to conclusion.

Thank you.

Gaza Casualties and U.S.Embassy Relocation to Jerusalem

Gaza Casualties and U.S. Embassy Relocation to Jerusalem

Padmini Arhant

The international reports on casualties suffered by Gazans from Israel’s firing in yesterday’s protest with at least 58 killed and several injured is regrettable and reprehensible.

Whenever the heavily armed and militarily well equipped side i.e. Israel in this instance launches lethal force against another side targeting and killing people in wheelchair, such act naturally attracts worldwide condemnation.

The strength of any authority is not in exercising brute violence causing massive loss of lives when in fact such action only demonstrates weakness and desperation with no care or concern for civilian deaths as it appears to have happened in this incident.

The protests in Gaza reminding international community of unresolved Palestinian crisis is noted. There is no doubt that Palestinian issue deserves fair and peaceful resolution. The earlier attempts to broker peace has failed predominantly due to United States bias towards Israel evident in blocking every U.N. resolutions on Israel’s violations in settlement activity and occupation of Palestinian territory.

More than seventy years old Israeli- Palestinian conflict could no longer continue letting the situation get worse inflicting generational pain and misery on world watch with no respite to victims of this senseless confrontation.

Accordingly, UN General assembly is called upon to convene an international meeting on Palestinian statehood, ending settlement activity in West Bank, East Jerusalem and removing the Israeli and Egypt imposed unilateral sea and air blockades restricting basic supplies and survival needs on Gazans are imperative.

All nations regardless of UN membership are invited to vote on this matter in an effort to conclude the long overdue Palestinian issue.

The human rights violations in the name of Israel’s right to self defense bears no justification. Any disputes that should be settled through peaceful and civil discourse has better prospects to all sides while setting precedence for future adaptation.

As for US relocation of embassy to Jerusalem, the gesture is a sign of US administration and Presidency cowering to foreign authority and Israeli lobbyists will rather than exhibiting fairness that demands courage and discernment.

Keeping promises made whether right or wrong and moving forward to save personal image at vast majority expense is the confirmation of leadership lacking in vision and commitment towards global peace and security.

Any region in constant turmoil as applicable to Middle East largely related to Israeli occupation of Palestinian land, the events pose major threat to world security.

President Donald Trump’s decision to remain defiant on this matter only highlights the office of Presidency hamstrung to oblige a phenomenal mistake not without consequences considering Jerusalem is a city that belongs to other faiths as well. The Trump administration’s blindsided approach to boost personal stance fomenting legitimate grievance and disappointment amongst many within Palestine and the rest of the world explains the real authority behind the gamut.

Again, the international citizenry owes to fellow humans – the Palestinians in restoring their fundamental rights to homeland freeing their territories from prolonged oppression and occupation and individual freedom to exist in their state as free citizens of global society.

Our condolence to grieving families in Gaza and wish a speedy recovery to those hurt in the unnecessary violence.

Thank you.

Power – Definition and Interpretation

Power – Definition and Interpretation

Padmini Arhant

I would like to discuss on the contemporary events with focus on power. The verbal presentation will follow shortly.

Power is enticing prompting actions not favorable to many citizens depriving them the individual rights and freedom to live a normal life.

When power is concentrated among few members reining control over the destiny of more than seven billion lives, there are no considerations for people and issues affected by their decisions.

The policy premised on vested interests slight ordinary citizens plight even though they have power and wealth because of these citizens voting them to office, employees in work force and average consumers enabling business success and profitability. In general, the lives of the powerful and influential are dependent on the hard work of the people who are rarely acknowledged as the back bone of the industry and society at large.

Then there are those asserting as Royals whose existence and extravagant lifestyle over generations is paid for and supported by none other than ordinary people labor and service.

How does one interpret power?

In a democracy, power is expected to be in public domain i.e. government of the people, by the people and for the people. When representation in government is shifted from constituents to campaign donors, lobbyists and external demands, the system is subjugated to political ambitions and vested interests. The pledge of allegiance to campaign financiers and ideologues remaining the priority, the electorate needs often neglected or discounted to benefit the bidders in election campaign and special interests.

As for the disenfranchised, less fortunate and isolated demography there is no hope for they are expected to defend themselves in the polarized world with money purchasing power and fame.

Power is worthless and weak when used for intimidation, harassment and elimination of lives being the norm with no courage to accept responsibility. Those fearing the loss of own life and the powerful in particular traveling in bullet proof motorcade flanked with security personnel uninhibited in authorizing the killing of innocent and unarmed citizens in domestic and foreign shores is the irony.

The preference to harm anyone they do not agree with or find them inconvenient is cowardly and adapting the misuse of power reveals the state of mind and insecurity. At such time, the enemy within overwhelm them prohibiting the sense in identifying self as the primary problem.

United States House of Congress passing the legislation yesterday i.e. December 6th, 2017 on gun laws relaxing gun regulations and granting those with permits to freely carry concealed weapons as well as legally travel with firearms to other states obliging gun lobbyist National Rifle Association again clarifies the care and concern or the lack thereof for security of the population they are supposed to protect in public office.

The bill passed with majority Republican and six democrats votes are extremely thoughtful to say the least given the statistics in gun violence and now United States gun laws promoting mass murder in main street. The voluntary legislation on gun laws is congressional authorization to carry assault weapons threatening the lives of people falling prey to shooting rampage evidenced in American gun violence up until now.

The Congressional measure loosening gun restrictions indicative of arming citizens supposedly to fend for themselves in the otherwise alarming gun ownership.

Does this mean the process is intended to displace law enforcement personnel i.e. the police meant to safeguard citizenry?

Not to mention risking the lives of not only unarmed civilians but also police in serious crime scenes. Those who voted for this bill are expecting every individual to be armed not realizing the effects translated into shooting themselves on their foot with prevalent gun incidents not sparing congress members as well.

When folly reigns human character, wisdom is unheeded much to self-detriment.

This is an example of power exercised to exacerbate issues endangering public safety and legislators seeking prospects to extend term in office.

Whenever the public office is transformed into a platform to exert authority ignoring consequences, the office bearer has no credibility and not suitable to represent the state and the nation anymore.

The latest move declaring Jerusalem as Israel’s capital is abuse of office of the Presidency with little or no regard for other citizens’ rights and blatant violation of ethics denying indigenous Palestinians due legitimacy and sovereign status they are entitled to in the relentless land grab by occupiers.

Anything obtained and achieved through aggression and underhanded tactics are bound to be subject to endless turmoil and never provide satisfaction to those involved due to illegitimate claim leaving them bereft of everything in possession. In the constant motion to gain others share of property and rights, the deterioration in human value among them inevitably defines the ill-fate.

As I have stated earlier, greed, hubris and prejudice consume human soul and anyone affected by these qualities unable to control excess desire and hatred eventually succumb to adverse outcome.

Life is an opportunity to learn and evolve into worthy beings not wither like autumn leaves covered in dust and swept away by the wind.

Finally, I reiterate the previous statement on the unilateral recognition of Jerusalem as Israel’s capital is null and void. Jerusalem is a holy city for inhabitants of other faiths as well and accordingly their consensus on the sensitive matter is relevant. The established fact on East Jerusalem al-Quds as Palestinian capital remains valid. That being said, the arbitrary declaration of entire Jerusalem as Israel’s domain is irresponsible and illegal.

Power is powerful in spreading peace not violence, saving lives not causing destruction and exemplifying fairness and equality not bias and discrimination.

Thank you.

Unilateral Recognition of Jerusalem is Null and Void

Unilateral Recognition of Jerusalem is Null and Void

Padmini Arhant

The declaration and recognition of Jerusalem by embattled President Donald J Trump under investigation on Russia matter is null and void. The gesture further confirms the office of Presidency of the United States subjugated to personal volition and political prospects to appease minority groups rather than maintaining integrity and sovereignty of the nation it is expected to serve besides adherence to international law and agreement of the parties affected in the reckless decision.

The politics of arrogance and vengeance unheeding wisdom and rationality is the ominous sign of the beginning of the end of self-destructive cause and representation. None other than history is testament to the fact.

Anything carried out in deliberate motive to hurt innocent lives and strengthen oppression is an imminent collapse of syndicate desperate to dissolve.

The defiance to accept reality and reason is an invitation to disaster witnessed throughout world events and lately in the demise of Yemen’s ex-President Ali Abdullah Saleh who could have survived and experienced positive developments in his country had he not been complicit in treason, terror sponsoring and massive destruction of lives and his country’s future.

Even otherwise, in denying others rights to live in freedom the burden of guilt while living far outweighs death in the self-inflicted punishment for those presumptuously embarked on misguided mission.

The lessons in history and life are for mankind to learn and prevent catastrophe prior to occurrence and not be the source and catalysts for human suffering as there are consequences to all actions ultimately serving as reminder for those who are responsible.

Thank you.

Unilateral Declaration of Jerusalem as Israel’s Capital

Padmini Arhant

U.S. Presidency Unilateral Declaration of Jerusalem as Israel’s Capital is Illegitimate and provocative.

Jerusalem, the city regarded holy for three religions viz. Islam, Christianity and Judaism is sensitive to unnecessary political and arbitrary decisions that could exacerbate the decades old unresolved Middle East peace process.

The incumbent U.S. administration preparation to announce Jerusalem as Israel’s capital is irresponsible and illegitimate. The cavalier approach ignores the native population i.e. Palestinians rights and interest especially with Al-Aqsa mosque situated in the Old City of Jerusalem – i.e. East Jerusalem Al-Quds stated to be Palestinian capital.

The current administration involvement in foreign affairs in Syria, Yemen, Korean Peninsula and now in Palestine is egregious without any concern for others legitimacy notwithstanding regional and global impact. The White house actions on foreign issues appears to deflect public attention from ongoing Russia probe and sexual allegations that were previously acknowledged with an apology are at present denied raising credibility problems at the executive level.

The Palestinian statehood remaining unsolved, any steps related to common territories in Palestine are unwise and unsustainable.

On the other hand, Israeli Prime Minister Benjamin Netanyahu currently under criminal investigation on corruption charges introduced a bill aimed at protecting self against prosecution, public outcry and possible resignation from office. The move has angered citizens leading to massive protest in the latest March of Shame that had tens of thousands of citizens demanding the withdrawal of undemocratic bill with a message for the Prime Minister Benjamin Netanyahu to hold himself accountable on graft accusations.

Understandably, the leaderships in Israel and United States confronted with domestic pressure on personal crisis are seeking to divert focus from critical ethical matter that could potentially cost their jobs.

The watershed moments for both administrations in Israel and United States respectively prompting them to target Jerusalem in the hope to evade accountability on individual matter.

Jerusalem is the epicenter for people of different faiths with holy sites representing the specific religions.

President Donald Trump’s impending unilateral declaration of Jerusalem as Israel’s capital against domestic and international will is counterproductive.

The policy lacking in prudence would contribute to imminent violence providing opportunity for ISIS recruitment of disenchanted and frustrated segments in global society.

Instead United States leadership advising Israeli government to heed international law and respect global appeal for recognition of Palestinian statehood based on pre 1967 territorial boundaries with permanent suspension of settlement activities in West Bank and East Jerusalem would demonstrate sincere commitment to peaceful resolution of disputes in the Mideast and worldwide.

Anything to the contrary like the proposal to claim Jerusalem as Israel’s capital would have prolonged and painful ramifications best averted in the interest of all.

Furthermore, Israeli authorities’ seizure of entire Jerusalem in addition to occupied Palestine territories that are already condemned internationally would only isolate Israel and cause serious economic setbacks even without sanctions.  Alternatively, the boycott divestment sanctions (BDS) movement could gain more momentum against Israel upon defiant expansion and occupation.

Israeli leadership addressing domestic issues and accepting responsibility on ongoing events is important to allay citizens anxiety on government corruption and poor performance.

United States expending time and resources in improving American image and position shifting from interventional status to reliable intermediary dedicated to diplomacy and meaningful dialogue resulting in positive outcome for all relevant sides would earn trust and confidence among nations near and afar.

The situation is a clarion call for international approval on Palestinian state in accordance with humanitarian law on right to homeland and individual freedom – the inalienable right of all beings in the world.

Thank you.

UN – Palestinian Statehood Resolution

September 27, 2011

By Padmini Arhant

During the United Nations General Assembly 66th Session last week,

Palestinian President Mahmoud Abbas submitted the plea for Statehood and full UN membership as the sovereign state on behalf of 10,900,000 Palestinians in Palestine, the Arab region and the rest of the world combined in an effort to end the freedom struggle.

Palestinian citizens have been seeking sovereignty over six decades with recognition from more than 122 countries earlier and a significant number now affirming solidarity behind long overdue Palestinian independence.

Israeli-Palestinian conflict arising from Israeli occupation and settlements expansion along with checkpoints and barrier wall construction in Palestinian territories including East Jerusalem has exacerbated peace talks defaulting to Israeli military aggression and Hamas rocket firing with civilian casualties on both sides diminishing peace prospects.

Furthermore, Israel being the United States strongest ally and the largest military as well as monetary aid recipient overwhelmingly favored by the benefactor – United States in the so-called peace process.

Negotiations thus far have failed with United States obliging Israel’s position under security pretext while allowing rapid settlements growth in the occupied Palestinian land fomenting justified anger and frustration among beleaguered Palestinians.

United States open declaration to veto resolution on Palestinian Statehood claiming the move unilateral confirms the bias maintained all along with Whitehouse and U.S. Congress rejection of UN Fact Finding Mission on the Gaza Conflict by Justice Richard Goldstone in 2009 and Freedom Flotilla 2010 –

The sworn allegiance to the all powerful Israel especially in clear violation of international laws has adversely affected peace dialogue in the otherwise resolvable dispute.

Israel and United States objection over Palestinian approach through United Nations for statehood is self-contradictory considering the precedence in Israeli Statehood originating from British Mandate of Palestine in 1947 evolving into –

The newly set up UN organization approval of the Palestine Partition Plan (United Nations General Assembly Resolution 181) on 29 November 1947 dividing the nation into two states viz. Arab and Jewish despite Arab disagreement then against the imposition.

Subsequently on May 14, 1948 the World Zionist Organization Executive Head and Palestine Jewish Agency President – David Ben-Gurion proclaimed Israel independence on the day before the British mandate expiration.  Soon after David Ben-Gurion became Israel’s first Prime Minister.

Since Israel emergence – the UN majority member states through numerous resolutions have disapproved Israel’s territorial incursions, the continuous settlements in West Bank and military invasions, administration and laws on East Jerusalem – illegal and invalid.

In terms of the present United Nations Security Council resolution on the pertinent issue – granting statehood to Palestine in semblance to UN General Assembly Resolution 181 in the establishment of Israel,

United States opposition to Palestinian request is subjugation on the Palestinian population and a major setback for modern democratic society representing the Land of the Free and Home of the Brave.

United States could play a positive role in Israel and Palestine’s common interest with the UNSC vote without threatening to jeopardize history in making.

United Kingdom following suit would be a great opportunity in reparation of the incomplete British Mandate for Palestine enabling a new dimension to the status quo.

Besides, the liberal partner in the current coalition UK government has a unique moment to fulfill the pledge to restore human rights and freedom on and offshore in the crucial UNSC vote for Palestinian statehood.

France backing Palestinian statehood at the UN General Assembly 66th session could be exemplified in action with the vote that would pronounce the European commitment to liberty and democracy.

Russia having cast the vote for the two-state solution on pre 1967 borders with East Jerusalem as Palestine’s capital is a formidable peacemaker in the monumental UN resolution.

China’s vote at the Security Council for Palestinian cause would define the relations with Middle East and Islamic nations in Central Asia and Africa given the emerging economy’s energy dependent status not excluding the anticipated export demand.

Understandably, Israel and Palestinian authorities have relevant concerns over issues similar to the events in the aftermath of Israel establishment.

Although the situation now contrast with the circumstances then with few exceptions, it is necessary to consider the factors for smooth transitioning and long lasting peace.

Israel highlighted on security, borders, Arab world accepting Israel sovereignty and the right to return for residency.

Security Israel being the nuclear nation together with United States providing nuclear, military and logistic capabilities are indomitable forces in the region dispelling the myth about security matter.

Poignantly, Palestinian emancipation would preoccupy the citizens in nation building and renew trade relation with Israel preventing unnecessary intrusion from fundamentalism or anti-Semitism that would mean anti-Palestinian growth.

Border – Per unanimous consensus among UN member states and United Nations Security Council Resolution 242, which underscores –

“The inadmissibility of the territory acquisition by war”,

Hence incumbent upon Israel to withdraw from occupied territories in exchange for normal dealings with Arab partners based on the “Land for peace” policy.

Accordingly, territories claimed in 1967 Six-Day War by Israel will be returned i.e. West Bank (Judaea and Samaria), East Jerusalem, the Gaza strip to Palestine and the Golan Heights to Syria respectively.

Retaining the traditional demarcations of the Old City in Jerusalem into the Muslim Quarter, the Jewish Quarter, the Christian Quarter and the Armenian Quarter,

With due reverence to all religions  – Judaism, Islam, Bahá’í and Christianity in the Holy city of Jerusalem:

In the Israeli controlled Old City comprising the Western Wall and the Temple Mount,

The Western Wall and only the Jewish place of worship at the Temple Mount would be assigned as the Jewish territory.

The Church of the Holy Sepulchre also known as the Church of the Resurrection – important to Christians near Muristan in the Christian Quarter of the Old City of Jerusalem to assume the specific religious designation without infringement from other religions.

However, the Old City with Al Aqsa Mosque located on the far southern side of the Temple Mount facing the Holy Mecca and the Dome of the Rock in the middle sacred to Islam and the Muslim community site, Waqf would be part of the Palestinian territory.

Israeli government enforced controversial ban on prayer by non-Muslim visitors at the site creating false perception is to be lifted for religious and communal harmony.

Israel sovereignty:  Reiterating the ‘Land for peace’ premise, Arab recognition of Israel sovereignty is directly linked to Israel honoring Palestinian statehood under the defined goals.

The trend reversal from chaos to calmness rests on reciprocation for bilateral and regional peace.

Right to Return: Palestinian diaspora – the refugees in Jordan, Syria, Iraq and across the Middle East in particular, return to post-independent Palestine could be reinstated as Palestinian citizens in Palestinian territory.

They could perhaps be economic migrants expediting productivity and development in Gaza – the coastal strip having experienced the ill effects of warfare.

Simultaneously, immigration laws applicable for entry into Israel and vice versa unless a bilateral agreement is entered between Palestinian and Israeli governments to promote education, business and tourism through special visa for neighbors.

The contentious issues from the Palestinian side are – Israeli occupation, settlements expansion, check posts and borders.

Repeating the process from 2005 in Gaza Complete withdrawal of Israeli troops and settlers in addition to dismantling check posts from all Palestinian territories is required in compliance with UN resolution on Palestinian statehood.

Any violation in this regard would constitute breach of international treaty with economic sanctions, freezing bank accounts and diplomatic ties, travel restrictions and denying aviation, marine and ground access as consequences to rejecting peace accord.

Israeli-Palestinian crisis has prolonged over decades in averting peace rather than confrontation with intransigence prevailing over reason.

The loss of precious lives in Palestine and Israel could no longer be in vain and Palestinian citizens approach UN General Assembly in trust and hope for formal identity with their native land.

United Nations Security Council and General Assembly members are once again entrusted with the humanitarian task of ending people suffering identical to UNGA action in 1948 towards Israel.

Palestine will be born again with global endorsement for statehood at the United Nations,

Israel could share the inevitable peace and progress as a reliable ally and innovative partner leading the region and the rest of the world in all frontiers.

Permanent resolution to Israeli Palestinian dispute is within grasp and procrastination is evidently detrimental to world security reverting to cyclical violence.

Israel and Palestine have been burying their future – the youth caught in the crossfire.

It is time to ceasefire in settlement for a new beginning.

Best Wishes and Good Luck! To Palestine and Israel for successful two-state coexistence in peace.

Peace to all!

Independent Palestine – End to Israeli Occupation and Jewish Settlements

October 25, 2010

By Padmini Arhant

The Israeli-Palestinian peace process had tremendous potential for development and the recent impasse is primarily due to the lack of political will in leading the authorities to the desirable outcome.

Although the moratorium expiry on settlement expansion has contributed to the friction with the building permit issued for an estimated 534 homes in the Palestinian territory – West Bank, the United States less enthusiastic efforts to dissuade the controversial incursion predominantly derailed the progress.

Lately, the legitimate questions were raised through the panel on Israeli-Palestinian peace process:

QUESTIONS From:

Sara Roy, Senior Research Scholar – Harvard Center for Middle Eastern Studies – Thank you.

In the continued absence of a political resolution to the conflict,

1. Why must occupation be the default position?

Response – Occupation will no longer be the default position. The Israeli authorities are being misguided by the real forces behind the Middle-Eastern quagmire.

As long as the Israeli-Palestinian conflict remains unresolved the profiteering from the prolific arms trade continues debilitating the peace prospects and thereby exacerbating the Palestinian plight.

However, this situation will change in semblance to the historical facts that all illegal occupations and invasions eventually cease contrary to the false assumptions.

Moreover, the Palestinian and other oppressed states freedom are a top priority among the inevitable Change in the immediate future.

2. Why must Gaza be pauperized and the West Bank cantonized?

Response: Again, there is absolutely no reason for the status quo. If the strongest ally United States could influence Israel in every U.N vote on minor to major international issues,

It is incomprehensible that U.S. is unable to achieve similar consent from Israel on the settlements, territorial disputes, economic embargo on Gaza, East Jerusalem and West Bank militarization.

Israel is misled by the factions not necessarily pledged to its sovereignty or peace in the region. The coalition with the orthodox groups relying on self-determined course in promoting unlawful settlements are yet another impediment in the Israeli – Palestinian peace agreement.

Israeli Prime Minister Benjamin Netanyahu appeared hopeful at the last month’s preliminary peace talks and even disassociated from the Israeli foreign minister Avigdor Lieberman’s views delivered at the U.N. General Assembly in September 2010.

Therefore, the subsequent setback conspicuously leads to the internal and external political pressure on Israeli leadership to procrastinate until the Palestinian conditions deteriorate to the point of no return forcing the beleaguered Palestinian residents in Gaza and other occupied territories to become the Israeli subjects on Palestinian homeland.

Imperialism in the twenty first century is a far-fetched aspiration for a democratic nation unnecessarily projecting the provocateur image to the international community.

Further, the provocation generates the requirement to stockpile weaponry not excluding nuclear arsenal pervading across the globe.

It would be fair to point out that Israeli leadership might not be overtly pursuing the agenda but the current occupation confirms the reality much to the global disappointment.

Israel must realize that with the rocket firing cessation and relatively isolated violence from Gaza, the West Bank and East Jerusalem construction and series of human rights violation through unilateral economic sanctions against Gaza combined with the military deployment in the Palestinian territories are counterproductive placing the democratic nation in spotlight as the belligerent authority.

As a result, Israel is isolated from the rest of the world and made vulnerable with United States and the remnant Western nations as the few allies for normal relationship.

Additionally, the U.S. threat not ruling out the nuclear options against Israel’s adversary undermines the sovereignty and capability to defend itself despite Israel’s nuclear empowerment.

Israel is a free nation but has not demonstrated in the U.N. voting or Palestinian issue thus far.

Accordingly Israel is perceived as the United States Union territory rather than an independent state maintaining cordial relations with Arab and other nations around the world.

3. Why are Palestinians treated as a humanitarian problem rather than as people with political and national rights entitled to self-determination?

Response: The Palestinians have endured enormous pain and misery in the prolonged political stalemate.

Palestinians as people are entitled to political and national rights in every aspect.

Under the imminent free Palestine – the territories clearly demarcated prior to 1967 Israeli conquest would constitute the integral part of the liberated Palestine particularly the entire West Bank and Gaza comprising East Jerusalem as the Palestinian capital.

With respect to the refugee population spread across Jordan, Syria, Lebanon and Gaza – the new treaty enacting the right of return to the Palestinian expatriates would grant naturalization to the emigrants.

4. Why should Palestinians be forced to accept their own decay?

Response: Palestinians will not decay any more.

There is unanimous consensus among the majority in the global society to expedite the two states solution with independent Palestine co-existing alongside democratic Israel confined to the internationally recognized pre-1967 boundaries.

Jerusalem being the holy city for all three religions – Judaism, Christianity and Islam,

It is imperative that the leaderships establish peace and harmony between Palestinian and Israeli citizens for mutual social and economic benefits.

5. Why must they be punished for resisting?

All are born to be free with equal rights. Palestinian and fellow citizens around the world seeking independence are not deprived from it.

Unfortunately quelling dissent is increasingly accepted as the norm even in a democratic society let alone any other form of government.

History is testimony to the fact that one voice ultimately transforms into the universal representation prevailing against undemocratic rule and social injustice.

Since time immemorial, the unjust annexation or in the other extreme the unruly secessionism defying historical evidence is narcissism than serving the humanitarian cause.

Palestine and similar states liberation is not a hypothesis but a definitive reality.

If Israeli coalition partner is the obstacle in the Palestinian political resolution, then the Israeli authority could forge alliance with the party prioritizing Israel’s peaceful existence over personal ideology.

Hence, Israeli Prime Minister Benjamin Netanyahu and the Palestinian President Mahmoud Abbas could seize the opportunity and proceed with the meaningful dialogue beginning upon settlement termination.

Settlement issue is not a pre-condition but rather a reasonable request to facilitate negotiations leading to the diplomacy success.

Two states solution is paramount to both Israel and Palestine for a long lasting relationship extending to other Arab neighbors as seen in Syria’s overture towards Israel at the 65th U.N. General Assembly session in September 2010.

Finally, regarding the two chilling responses from Palestinian Children during the survey on their wish list – “Get out of Gaza or Die,”

NO child in any part of the world should experience the frustration to leave their homeland or desire to end their precious life.

Palestine needs these brave and intelligent architects to build their nation with strong democratic principles vowed to peace, non-violence and solidarity within and outside the territory.

It is important for the Palestinians in Gaza, West Bank and East Jerusalem to come together as one nation in moving their country forward.

Likewise, setting the differences aside for a new partnership with their Israeli friend and neighbor is equally essential to sustain permanent peace.

It would ensure security, political stability and economic prosperity for the two states permeating to the entire region.

Palestinian liberty and Israeli security means a bright future for their people.

Peace to Palestine, Israel and throughout Middle East.

Thank you.

Happy 62nd Anniversary to the State of Israel!

April 22, 2010

By Padmini Arhant

The State of Israel celebrated its 62nd birth anniversary on April 21, 2010.

It’s a joyous occasion and a great moment in history. Israel is a sovereign state with a democratic system.

The twentieth century holocaust, a horrendous crime against humanity led to the creation of the Israeli state.

Israel is an economic partner and a strategic ally of the United States as well as many nations in Europe and other parts of the world.

Israel’s relationship in the Arab world has been understandably restricted to the regions.

Israel’s cordial relationship with Egypt and Jordan are the result of peace treaty and diplomacy between them for a long time.

Similarly, Israel should forge the peace process by completely freezing the Jewish settlements in West Bank and East Jerusalem and,

Move forward with the negotiations on the two state agreements to help their neighbor, Palestinians secure an independent Palestine.

Israel has a unique opportunity to be the beacon of light in securing freedom and democracy in the Middle East by paving the way for Palestine.

That way Israel would be remembered in history for the peace establishment.

Congratulations! To Prime Minister Benjamin Netanyahu and the people of Israel for their accomplishments and contributions towards various progress in Israel and the rest of the world.

Happy 62nd anniversary to the State of Israel.

Thank you.

Israel Palestine Peace Treaty

November 14, 2009

By Padmini Arhant

The fate of the two states solution is hanging in balance and the peace process has once again come to a screeching halt. Initially, there appeared to be momentum on both sides until the controversial yet credible issues surfaced and ignored by the parties in default.

The contentious issues are –

Freezing Jewish settlements in West Bank and East Jerusalem in its entirety.

Honoring the Gaza report compiled by the Head of the UN Fact Finding Mission, Justice Richard Goldstone, overwhelmingly approved by the U.N. Human Rights Council and the U.N. General Assembly recently.

However, the U.S. House of Representatives proactively rejected the international consensus with a majority vote and condemned the report as biased against Israel. In addition, the House of Congress seemingly solidified their support on this issue by urging the White House to follow suit.

The Congress initiative in this respect is extremely disappointing and unconstitutional as it does not represent the popular view. Furthermore, the humanitarians in Israel confirm that Prime Minister Benjamin Netanyahu’s personal approach with the House members on this issue led to the sweeping vote suggesting the U.S. democracy is a puppet to Israeli Knesset.

Preceding these events, the White House reportedly pressured the Palestinian President Mahmoud Abbas to abandon any action at the U.N.General Assembly pertaining to the Gaza war crimes. The Palestinian President’s compliance with the White House requirement had jeopardized his leadership as the head of the democratically elected government. Fearing backlash in the upcoming elections in January 2010, the PLO leader decided not to run for re-election creating confusion and opportunity for all in the fragmented Palestinian politics.

It’s important to shed light on the Goldstone report dismissal by the relevant authorities viz. Israel, the United States, Russia, China and others sharing the burden of disproportionate military engagement and activities in direct violation of the Geneva Convention. Essentially, the deliberate invalidation of the well-balanced and meticulous findings by the honorable justice, Richard Goldstone possessing the background semblance with Israel than Palestine merit hearing and appropriate action in the international court of law.

In the war crime investigations, the authorities in power particularly the permanent U.N. Security Council members are united in the vilification or exoneration of their adversaries and allies for self-absolution. In fact, the protocol renders the process redundant besides displaying the international court of justice as a judicial committee exclusively set up for the U.N. P5 Plus targeted nations against a universal mandate.

The status quo justify the urgency to expand the U.N. Security Council permanent membership enforceable only through the U.N. member nations’ concerted action. Alternatively, defiance by dishonoring the present U.N. Security Council proposals would produce the desired membership extension.

Since, both Israel and Hamas are implicated for the crimes against civilian population, the trial in the international court of law is mandatory and appropriate to begin a new chapter in the twenty first century. War related atrocities, genocides, ethnic cleansing is dominant in the contemporary era setting a dangerous precedence now and in the future. It further exemplifies that the privileged nations with powerful allies are above the law and exempt from heinous crimes against humanity under the guise of national security, a contrived political fallacy.

Other pertinent issue stalling the peace negotiations is the unacceptable acceleration of Jewish settlements in the West Bank claimed by the Israeli authorities as a ‘natural growth,’ neglecting the explicit assault on the intelligence of the international community. Jewish settlements in the clearly demarcated Palestinian territories i.e. the West Bank and East Jerusalem is by far the most explosive and a provocative political maneuver by Israel to prolong the illegal occupation of Palestinian land.

No matter, how the Jewish settlements representing the nuclear component in the peace strategy is circumvented, the civilian and armed forces’ indefinite establishment is an infringement on human rights and unequivocally qualifies as an invasion of a foreign land in the eyes of the universal law, if not the U.S. law.

Unless and until the Israeli government recognizes the abominable settlement activity with a unilateral commitment to cease occupation through complete withdrawal of settlers and the military base, the regional conflict will continue to fuel global terrorism predominantly affecting the nations complicit to the colonization.

Although, the Israeli Prime Minister Benjamin Netanyahu and the cabinet ministers visit to Washington seeking peace talks resumption is a refreshing change in the half a century old crisis, peace mediation premised on Israel’s terms and conditions is analogous to the test drive conducted on a one way street with a dead end.

Earlier this week, Europe commemorated the fall of Berlin Wall marking the twentieth anniversary, a historic moment for the people liberated from the iron fist rule under ‘Communism,’ that caused political oppression and economic depression. Accordingly, the occasion attracted the prominent political figures reminiscent of the post demolition.

Ironically, the world rejoiced the fall of the Berlin wall while being complacent to a similar wall constructed by Israel along the Jerusalem neighborhoods and the West Bank resurrecting the repressive environment.

Indeed, the modern democracies’ pride and prejudice shines through these celebrations.

Interestingly, Israel’s offer to contain the new settlement expansion with the on-going construction permits issued behind the scenes earned a compliment from the U.S. Secretary of State as ‘unprecedented’ gesture that also echoed the Israeli Prime Minister demanding the Palestinian side to refrain from pre-conditions in the peace discussion.

The bone of contention in the embattled Israeli-Palestinian dispute is the irrefutable Jewish settlements, the concrete wall and the systemic abuse of human rights denying freedom, dignity and respect to the Palestinian population correlative to the twentieth century holocaust, a dark age in human civilization.

Tolerating imperialism in the new millennium is nullifying democracy to human beings born to be free like other species in the animal kingdom.

On the Palestinian front, Hamas is benefiting from the political vacuum in Fatah governing the West Bank. The situation is likely to become the worst nightmare for Israel and the United States without Israel’s co-operation in the peace pact.

Given the limited resources and territories, the best hope for the Palestinian people is to unify and present a consolidated political, economic and social agenda through young leadership embracing democratic values, peace over terrorism strengthened by a strong vision and dynamic qualities to build the newly independent Palestine.

As for the core issues in the Israeli-Palestine Peace Treaty:

1. Complete withdrawal of Israeli settlers and the military base from all Palestinian territories including the occupied peripheral lands since 1967.

2. Palestine is to be internationally recognized as a sovereign nation with East Jerusalem as the Capital City for the independent state.

3. The policy depriving Palestinians the right to return to Israel would conversely apply to the Jewish settlers and Israeli citizens on the Palestinian land. Similar reciprocal apply to Prime Minister Netanyahu’s insistence to identify Israel as the ‘Jewish’ state.

4. Palestinian and Arab nation’s reaffirmation of Israel as a sovereign nation in the Middle East along with a solemn oath to disavow violence in the form of suicide bombings, rocket firing and last but not the least any nuclear threats against Israel.

5. Economic aid to Palestine for reconstruction purpose.

6. United States and other economic powers pledge equal assistance to both Israel and Palestine to reflect fairness in the deal.

Finally, it’s imperative and incumbent on the United States to be an honest broker in implementing the Peace Treaty as stated above to restore credibility in resolving international problems.

Palestinian and Israeli children are entitled to a long lasting peace and a bright future. It’s time to set the differences aside and reconcile terms with reality that,

War has no winners whereas everyone is a winner in Peace.

Thank you.

Expansion of Jewish Settlements’ Impact on Mid-East Peace Process

September 9, 2009

By Padmini Arhant

Israeli authorities’ determination to expand Jewish Settlements in Palestinian West Bank along the borders and on the private Palestinian land as well as the colonization of East Jerusalem is provocative. Besides, it is reflective of the Likud Party hard line policy to disregard the universally applicable International treaty on territorial issues and the will of the Israeli democracy for a viable two state solution necessary to end the half-a-century old conflict.

Despite call from President Obama to cease settlements and the international condemnation of the illegal occupation of Palestinian land, under the guise of ‘Israeli security,’ the Israeli coalition government continues with the settlements in a business as usual gesture thumbing their strongest ally, the United States and antagonizing the tolerant international community.

Israeli Palestinian issue has had numerous international interventions with the United States in the active and passive role depending on the administrations in the White House, other than the Oslo proposal to resolve the contentious burgeoning crisis that has consumed several thousand innocent Palestinian and Israeli lives under varied leaderships from both sides.

The world has been tirelessly urging the leaderships to halt the belligerent ‘settlement expansion’ on the Israeli part and the incendiary barrage against Israel by the divided Palestinian governments, but to no avail. It is obvious to the rest of the world that neither authority is seriously committed towards emancipating their population and restore the respective lands within the confines of the clearly demarcated boundaries free of turmoil.

Prime Minister Benjamin Netanyahu has a unique opportunity to demonstrate to the international community with whom Israel must co-exist as a democratic nation that his administration will prioritize peace over eternal battle with the neighbor Palestine. Now is the time for the Prime Minister to transform the pledge into action with a complete and not a partial freeze of Israeli settlements on the Palestinian land.

When the leadership is subject to test on the political front, the leader’s character revealed based on the decision whether or not to compromise national interest for personal survival in the aggressive political environment.

The interim minority might exalt the leadership acquiescing due to political pressure within. However, the long term world view on the missed occasion is noted in the reference to the authority as a ‘sheer politician’ and not a leader, a rare moment in life to deliver for humanitarian cause that ultimately matters in any sense.

All past wrongdoings inadvertently or otherwise easily reversed with one major accomplishment in the common goal for long lasting peace and security to benefit the Israeli and the Palestinian population.

The people on both sides deserve an atmosphere that is conducive for normal existence, only possible with the mutual recognition of similar rights comprising a settlement free and independent Palestine alongside Israel acknowledged as a sovereign state by all governing parties in Palestine.

Israeli leaderships’ credibility relies on the settlement abandonment in compliance of the International law and respect for the fellow human beings, the neighbor – the long-suffering Palestinian women, children and youth, who have waited over five decades for a place, they could call ‘home.’ It cannot happen sometime in the near future because the future is now and any further delay would be an affirmation of the Israeli occupation that would no longer fly under the security threat banner.

The forces behind such illegal occupation and invasion regardless of domicile share the consequences for an outrageous crime against humanity. Justifiably, the patience is wearing out even among the international allies and reliable intermediaries such as Jordan and Egypt in the Middle East.

It is incumbent on the Israeli government to contribute to peace and set precedence in the monumental challenge against global terrorism by voluntarily leaving the Palestinian land and granting the Palestinians their human right to freedom and life without the check posts and tunnels to move around their own state.

As for the Palestinian authorities – it is essential for Gaza and West Bank governments to display solidarity and work together in promoting peace between them and their neighbor Israel. Above all, the ruling factions, the FATAH and HAMAS should relinquish any plotting, verbal assaults and distortions against Israel, as it would unnecessarily jeopardize the peace and settlement evacuation deal.

Israeli settlers must unequivocally vacate the housing complexes built with the Israeli local and federal governments’ approval anywhere near or along the Palestinian private land. Any procrastination or evasion on the repatriation is unacceptable.

The consensus is if it was possible to allow the influx of settlers on foreign soil, the similar strategy should apply in receiving the exodus from the foreign land, as the authorities in Jerusalem should have realized that the rest of the world would no longer remain silent spectators to the oppression and persecution of the Palestinian population. It must end now to expedite the establishment of the two states with East Jerusalem rightfully allocated to Palestine as the state capital.

It is important to understand that in the Israeli settlers’ case, they are neither political nor economic refugees but unfortunately, they are the active and willful participants in the government sponsored housing program directly in violation of the international law.

No law-abiding citizens in any part of the world would agree to a stranger across the territory to encroach on their property line leave alone build an extension or a two story home of the residence they are currently residing in.

Failure to cooperate on the settlement issue will leave the settlers with ‘illegal’ status and deprive them of any citizen rights and legitimately regarded as the occupants with unauthorized entry. Therefore, forging identical immigration laws enforced in Western democracies against inappropriate or forced arrivals, often leading to deportations would be in accordance with the international migration law.

The peace accord should reflect that clause as a deterrence to prevent the status quo in the future.

Israeli settlements have attracted worldwide criticism across the spectrum of the many humanitarian groups including the Americans for Peace Now founded by the esteemed Professor Mark Rosenblum, History Professor and Director of the Jewish Studies Program, Queens College and within Israel – Shalom Achshav, the Israeli counterpart of the PeaceNow.org along with,

Columnist Ari Shavit wrote in Israeli daily Haaretz echoing similar sentiments –

“Figures provided by Peace Now show that 80 of the 100 outposts in the West Bank were built wholly or partly on private Palestinian land. Sixteen outposts are located entirely on private land, and more than half of the other outposts are on private land. This has to cause outrage.”

Ignoring international plea by Prime Minister Benjamin Netanyahu would exacerbate the thinning global support. Also, possibly accelerate the worldwide movement and resolve to free nations under foreign occupation, until the impending United Nations Security Council reconfiguration.

In conclusion, Israel and Palestine have lost a generation in the senseless violence and on-going dispute that could leave the economies without taxpayers to support the system – the baby boomers, soon to be the retirees for Israel and the desolate Palestinian youth population fallen victims to the political quagmire that has seen only despair and hopelessness as their future.

Not anymore, the people of Israel and Palestine must come together and urge their governments to disavow hatred and religious discord to enable the children and the younger generation, the torchbearers of a new peaceful legacy live in harmony alongside each other.

With the commencement of the ‘Holy Ramadan’ for the people of Islamic faith in Palestine and around the world, to be followed by the Jewish New Year for the fellow citizens of Jewish faith in Israel and elsewhere, the dawn of peace is on the horizon bringing joy and prosperity in abundance.

Ramaḍān Karīm رمضان كريم – Arabic for “Blessed Ramadan” and Rosh Hashanah (Hebrew: ראש השנה‎, for the approaching “Jewish New Year.”
