Pakistan – JeM Masood Azhar

March 13, 2019

Pakistan – JeM Masood Azhar

Padmini Arhant

Why is China protecting Pakistan based Jaish-e-Mohammed terror commander Masood Azhar?

Masood Azhar is a self-admitted terror mastermind with direct links not only to JeM but also al-Qaeda, IS and Taliban.

Masood Azhar is a known terrorist fostered by Pakistan Army and intelligence agency ISI among other terror networks chief such as Hafez Saeed of Lashkar-e-Taiba (LeT) and Taliban operating in neighboring Afghanistan.

China justifying crackdown as terror measure against Uyghur Muslim population holding large number in detention camps that Chinese official refer to as boarding schools in Xinjiang autonomous region in NorthEast China while defending Pakistan resident Masood Azhar’s terror activities estrange China in the war on terror.

Whatever may be China’s formal and informal position on terror, shielding Pakistan’s Masood Azhar from international ban is a dangerous cause with enormous liability for both China and Pakistan.

China and Pakistan providing impunity to terrorist Masood Azhar, Hafez Saeed, al-Qaeda and Taliban clarify the respective states lack of concern for violence through terrorism consuming innocent lives not only across Pakistan borders viz. India, Afghanistan, Iran, Bangladesh but also within Pakistan.

Any nation claiming to be emerging economic power and stakeholder in Asia i.e. China backing terrorists in Pakistan is unfortunate and beckons reasoning confined to ethical and humanitarian values imperative in evaluating strategic ambitions threatening peace and stability in the nuclear age.

China as a mature and ancient civilization rising to the occasion and meeting global expectations in curbing and eliminating terror rather than inverse strategy exemplified in action against Masood Azhar would earn regional and international trust as well as respect.

Furthermore, China’s economic goals especially targeting neighboring India and other partners in trade relations, investments and export market could be facilitated at ease upon China’s cooperation and unequivocal stance against terror and terrorists like Masood Azhar, Hafez Saeed and more harboring terror from Pakistan against nations sharing border with the Islamic state.

Above all, nuclear Pakistan enabling terror sanctuary with armed shelter for terrorists is self-inflicting catastrophe that demands rationale and wisdom to reverse course and engage in dismantling terror infrastructure wreaking havoc in the interior and exterior of economically struggling Pakistan.

China as a major creditor to Pakistan besides Saudi Arabia playing pivotal role in terminating terrorism from Pakistan soil would guarantee positive returns in economic, financial and political exchange.

Meanwhile, the global community enlisting all terror networks without exception and imposing sanctions against them by denying arms, funding and logistic support beginning with terror factions, their founders and operatives in Pakistan and worldwide is fundamental in wiping terror that remains the contentious challenge in the world.

Importantly terror manifestation prevalent in Pakistan and elsewhere already endanger life world over and immunity to terrorists exacerbate conditions for victims and potential vulnerable targets near and far.

The global consensus to act effectively against terrorism would convey a strong message to terror sponsors and recruiters on the noose tightening against them with the only option for them to renounce terror and terror related agenda as well as ideology.

The patience and tolerance have been exhausted among those forced to deal with cross border terrorism from Pakistan in Kashmir and other territory.

Thank you.

India – Indian Air Force Targeted Mission on JeM Terror Camp in Pakistan

India – Indian Air Force Targeted Mission on JeM Terror Camp in Pakistan

Padmini Arhant

The latest report in public domain from both Pakistan and India confirming the Indian Air Force (IAF) restrained operation against terror network Jaish-e-Mohammed responsible by own admission for the recent terror attack in Pulwama, Kashmir on the convoy resulting in more than 40 Indian security forces martyrdom and,

Further engagement to launch major terror attack against mainland India per verifiable intelligence is IAF’s measured response to terror infiltration from Pakistan based terror outfits like Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT) and others thus far.

Indian Air Force precision attack focused exclusively on the terror training camp at Balakot in Khyber Pakhtunkhwa province of Pakistan eliminating large number of JeM terrorists, trainers, senior commanders and groups of jihadis reportedly trained for suicide bomber attacks against civilians and security forces in various parts of India in the immediate future is claimed as pre-emptive self-defense security action from India.

Pakistan foreign ministry on the other hand characterizes India’s self-defense rationale as grave aggression and Line of Control (LoC) violation.

Interestingly, Pakistan somehow does not recognize gross violations of Pakistan establishment fostered and funded terror networks’ series of violations wreaking terror against India ranging from attempted terror assault on Indian Parliament, Indian Stock Exchange, Mumbai attack, army bases in Pathankot on Indian border with Pakistan, Uri until Pulwama in Kashmir.

Pakistan Army and ISI waging proxy war against India using these terror factions much to own detriment is not justifiable by any reasonable paradigm inflicting thousands of casualties from spate of terror attacks in direct violation of Indian sovereignty and territorial integrity.

Pakistan army and ISI rather than disavow ties with these terror forces within their state and deny them existence adopted reverse strategy that is arguably shackling Pakistan in every imaginable dimension.

Unfortunately, Pakistan establishment divestment in terror emboldened terror networks to run state affairs invalidating Pakistan citizens elected civilian government proved to be nothing more than public relations manager for Pakistan army and ISI.

Any retaliation from Pakistan establishment to Indian Air Force right to self-defense process against JeM would conclusively highlight Pakistan’s status in favoring, nurturing and bolstering terror operatives for wanton missions against India.

Any kind of wars i.e. proxy as promoted by Pakistan against India through terrorism until now setting the stage in escalating to conventional warfare and beyond is not viable for neither states and require considerable concerted efforts to prevent such possibility.

There could be drum roll for wars among political factions and fundamentalists on either side without taking into consideration the aftermath of wars and military confrontation.

Wars not only consume innocent lives on all sides, the economic liability is unaffordable exacerbating financial conditions that are best averted bearing in mind the desirable course available in acknowledgment of common enemy viz. terrorists and terrorism posing impediments to peace between two nuclear neighbors in the region.

Furthermore, Pakistan’s complacency and complicity in providing terror networks safe haven in their territory to destabilize nations sharing borders with Pakistan is a self-destructive policy increasingly becoming a challenge for Pakistan’s sovereign identity.

Not to mention Pakistan’s desperate economic situation.

No sovereign nation in the right mind would allow terror forces to dictate and demand resources to launch terror within and outside the country at any civilian population expense. Pakistan army and ISI accommodating terror networks as integral force of aggression defines ill-conceived egregious misguided doctrine to demonstrate feigned formidability.

The civilian governments in Pakistan and India having pledged emergence of new image as Naya Pakistan and New India respectively face relevant frustrations in the economic front though they are relative yet converge in reality among the poor and poorest on either side.

Pakistan’s dire economic state and Indian incumbent administration not reaching basic expectations of average citizens struggling to make ends meet with myriad problems ranging from unemployment, inflation to woes from demonetization would continue to determine the actual performance or the lack thereof that cannot be ignored in the wake of contemporary feud becoming a deflection from domestic environment.

Security is undoubtedly a primary concern for any nation especially when situated near belligerent state actors deploying terror operatives to cause bloodshed and unnecessary tension serving none not even those behind heinous crime against humanity.

Pakistan is at the crossroads to abandon refuge to terror organizations and sincerely involve in peace initiatives to be taken seriously at the national and international level.

There could be no double standards in Pakistan crying foul upon Indian Air Force performing their solemn duty to the nation and citizens they are bound to protect from any harm while the former choosing to remain oblivious to terrorism emanating from their origin despite terror groups like JeM and LeT unabashedly accepting responsibility for terror activities against India.

Pakistan has the unique opportunity to take the positive step towards expunging terror that is strangulating the Islamic state confining citizens within the country to extreme poverty and generational suffering needlessly imposed upon them due to the establishment’s misplaced priority to terrorists over the people of Pakistan.

Indian Air Force dispensation against Jaish-e-Mohammed terror camp is commendable in the absence of civilian casualty as there appears to be none according to international reports.

Peace with a genuine approach and actions against terrorists extraditing perpetrators to affected nations applicably India for judicial proceedings would clarify Pakistan’s commitment translating into delivery.

Again, I reiterate it is never too late to be wise in life.

Thank you.

The Art of Peace and Diplomacy

The Art of Peace and Diplomacy

Padmini Arhant

The latest offer from President Donald Trump to meet with Iran on fresh nuclear agreement is a positive step towards reconciliation of differences and misunderstandings that would benefit all, the Middle East in particular.

Iran accepting the opportunity for direct communication with United States would enable both sides to improve relations that are imperative in terms of global economy and energy sector.

President Donald Trump personal meeting with the leaderships from North Korea, Russia and now the overture to Iran are necessary to renew relations opening the channels for constructive peace and diplomacy. The peaceful dialogue is the only way that guarantees permanent resolution to long standing confrontations and adversarial positions maintained thus far.

India and Pakistan adopting similar policy with the incoming Pakistan government by setting aside political and strategic rhetoric is vital to defuse tensions between two nuclear states.  Indo-Pak involvement in building trust and reliable partnerships in trade, social and cultural exchanges as well as addressing common problems like water supply and environment conditions are critical for bilateral progress.

Likewise, Taliban in Afghanistan recent ad hoc meeting with United States diplomat in Doha, Qatar for peaceful negotiations related to nearly two decades warfare in that nation is yet another promising start for the people of Afghanistan deserving respite and end to violence experienced thus far.

However, the word of caution in this regard is unlike the previous event in 2013  with Taliban representation of Afghanistan in Doha, Qatar under separate flag proclaimed as The Islamic Emirate of Afghanistan could not be simply taken as symbolic without strategic goals from behind the scenes operatives viz. the forces in Pakistan.

Taliban commitment to peace in Afghanistan must be subject to renouncing violence which means disavow ties with architects and catalysts of terror including the purveyor of arms and ammunitions.

In doing so and upon verifiable and incontrovertible evidence of this requirement would then qualify them as Mujahids or liberators of their nation from foreign occupation and neighbor control such as Pakistan ISI and army.

United States deploying peaceful means to conclude the Syrian conflict is paramount for Middle East peace and stability.

The adaptation of peaceful outreach and persistent diplomacy to end crises in every part of the world is the absolute measure to achieve global peace and security.

Thank you.

Pakistan – Struggles and Strategies

Pakistan – Struggles and Strategies

Padmini Arhant

Pakistan – The Islamist nation in the Indian sub-continent having sought independence on August 14th, 1947, the day before the parent, India on August 15th, 1947 as a result of colonial power devised partition with a parting gift Kashmir remaining the contentious issue for the progeny Pakistan.

Pakistan is yet to establish democracy as the free civilian authority serving the electorate mandate rather than the diktat of sources within and offshore.

Though independence and real freedom in a democracy and other political systems is far from reality due to shadow global government reining control over political events, economy and social evolution via proxies in governance and institutions, the experience of democracy is relative worldwide.

The official decree Indian Independence Act 1947 passed by British Parliament on July 5th, 1947 upon the colonial departure in 1947 referring to India and Pakistan as Dominions confining the autonomy to ninety nine years of which seventy one years gone by meaning the act nearing expiry in twenty eight years explains the imperialist motives to retain dominance.

In this respect, when reminded on this site https://padminiarhant.com with elaborate details on the Dominion reference in the Indian Independence Act 1947 and future implications from such inference,

Unlike Indian government and Parliament, Pakistan national assembly overwhelmingly acted passing legislation in 2010 essentially removing the term Dominion in the Statute of Independence declaration clarifying the independent status for Pakistan from 1947 onwards.

Dominion alludes to British Commonwealth that is maintained until today with British Monarchy and heir presiding over Commonwealth governments meeting in the so-called independence era.

As for Pakistan in the past seventy one years and up until now, the state has been subjugated by national forces viz. the Pakistan Army and the Intelligence Services Agency (ISI) asserting authority over legislative, administration and judiciary.

In fact, the military rule in Pakistan never ended even after the dismissal of former President, General Pervez Musharraf with the top brass in the army and ISI wielding power over civilian government evident in the latest developments and recent national election.

Pakistan military and ISI intervention in civilian rule is stated as necessary citing inherent corruption and incompetence of the administrations elected to power in the past three terms and earlier during the late Prime Minister Benazir Bhutto term in office. The former Prime Minister Benazir Bhutto was assassinated in December 2007 during General Pervez Musharraf government in power.

Interestingly, Pakistan military and ISI in particular fail to recognize the worst legacy considering the army rule in Pakistan’s political history spanning over longer period than short lived civilian governments predominantly attributed to the former intrusion.

Going back to last Governor General and first President of Pakistan Iskander Mirza suspending the constitution much to own detriment enabling his then appointee General Ayub Khan to depose him set precedence thereafter with military successors General Yahya Khan and General Zia-ul Haq following suit in public execution of elected heads of state.

General Yahya Khan unsuccessful engagement in war with India over East Pakistan led to the liberation and formation of what is now known as Bangladesh.

Subsequently, General Pervez Musharraf daring nuclear India for potential nuclear confrontation in 1999 in Kargil war delivered outcome in favor of India.

Domestically, General Pervez Musharraf adopting army predecessors’ hard line policy, imposed emergency rule and massive crackdown on public institutions including the Supreme Court of Pakistan that ultimately forced him into exile until today.

The western backed General Pervez Musharraf was paid billions of dollars per then United States administrations account and U.S. State department expressing disappointment with Musharraf government failure to curb terror networks like Haqqani and radicalism in Saudi Arabia funded madrassas becoming recruits for al Qaeda.

On General Pervez Musharraf watch, Pakistani youth representing majority of population in the country were regularly abducted from urban and rural areas to undisclosed foreign locations under U.S. administration authorized renditions exercising unlawful extra judicial power.

The trajectory clearly demonstrates Pakistan army rulers’ priority and agenda for military confrontations with India and grossly neglected Pakistan population dire needs exacerbating people suffering and endangering lives not only in Pakistan but also in the entire South Asia.

The quest for power driving aspirants to attain by any means is the common trend not just in Pakistan but world over perhaps with distinctions in mechanisms and individual traits.

Pakistan’s ISI involvement in fomenting terror, aiding and abetting terror plots within the country especially sensitive territories like Sindh and Baluchistan as lately in Quetta with a bomb blast killing more than thirty civilians near the poll station are by no means few and far between incidents.

The violence in every part of the country with bomb blasts and terrorism wreaking havoc constantly witnessed by the world.

As for cross border terrorism with India, the terror infiltration has been the routine affair initiating Kargil war in 1999 and consequentially prompting troops deployment on either sides of the border in return making lives in Indian State of Jammu & Kashmir nearly impossible.

The terror activities across the border are experienced by other neighbors of Pakistan as well viz. Afghanistan and Iran having brought the matter to Pakistan’s army and intelligence authorities attention urging them to address the security threats to neighbors in the region.

In terms of protecting Pakistani citizens and defense personnel, the NATO air strike on Pakistan check post stationed as NATO allies in 2011 killing 24 Pakistani soldiers with no apology from the U.S. administration of then President Barack Obama or NATO command further defined the vulnerability to western inflicted catastrophe that continues unabated in Afghanistan and along the border with Pakistan.

Pakistan ISI knowledge in weapons supply to terror outfits like Lashkare e Taiba (LeT) and Jaish e Mohammad, the chief architects and operatives of terror attacks in India and similarly Taliban in Swat Valley are neither acknowledged nor denied leading to complicity in the terror outfits endeavors.

Last but not the least, the underworld criminal elements viz. Dawood Ibrahim facing extradition charges has found safe haven and settled in Pakistan’s metropolis and commercial capital Karachi frequenting to Dubai and Abu Dhabi, UAE in the Middle East and continuing the organized criminal operation in Mumbai, India from Pakistan.

In light of such track record,

Could Pakistan army and intelligence agency ISI blame the civilian governments in Pakistan solely responsible for lack of economic and social development?

The corruption investigation against political families are not disputed, however the policy targeting only some and not applied across the spectrum including the army, intelligence and others in society evading taxes, taking bribes, hoarding money overseas and money laundering makes the process selective raising credibility factor.

Meanwhile, Pakistan public hope for civil governance and elections devoid of army and ISI meddling seen in the latest polls appears to be a fantasy unless introspection amongst those contributing to impediments in Pakistan’s trail for political stability and economic growth that are desperately required reverse actions and refrain from counterproductive measures.

The corruption scandals among political class ejecting governments having become the norm, the pursuit to drain the swamp has to be impartial and consistent in the application of law on all barring preferences and exemptions based on political, economic, social or religious background.

Meanwhile, the new government ushered in with army and ISI paving the way for victory is burdened with the balancing act of accountable governance and civilian administration functioning independently away from the shadow of the forces in national and foreign domain.

Pakistan cannot afford wars with India or any other nation in the region. The escalation of tension between India and Pakistan only promotes adversarial relations that benefits none. Instead, Pakistan investing resources in purging terror and terror affiliates within the country besides intelligence sharing with India and other neighbors on any possible terror assault in their soil would improve situation and restore trust, the main aspect for normal ties with nations near and far.

Importantly, the terror masterminds and agents behind terrorism in Pakistan, India and anywhere residing in Pakistan brought to justice would indeed highlight the commitment towards the slogan Naya (New) Pakistan.

The military and intelligence renewal of contacts and cordial approach with counterparts in India would enhance understanding assuming better positions that could guarantee peace and harmony anticipated among population on both sides affected in the status quo.

The topic on Pakistan will resume with the focus on economy, social status, human rights and environment.

Thank you.
